With the acceleration of the process of China’s industrialization and informatization, new knowledge and new technology are rapidly applied in production activities. There is a need for enterprise employees, unemployed persons in urban areas, surplus labor force to be transferred in rural areas and unemployed college graduates to master new professional knowledge and skills in order to adapt to new jobs, which has become a prominent social problem and made a potential threat to social stability.To resolve this problem, we must rely on professional training. Driven by the active employment policy, the government puts more emphasis on vocational training and implements the incentive policies. Therefore, more and more staff who needs to be trained to participate in the wave of vocational training. Faced with such a huge training market, various types of vocational training institutions continue to emerge. But there are a lot of differences in teacher resource, training conditions and school size, so it is difficult to meet the massive demand for vocational training. The higher vocational colleges, which poses double function of both vocational education and training and have inherent advantages in professional settings, faculty, training conditions and management methods, should play a vital role in vocational training. But because there is not enough emphasis on vocational training and not enough connection between enterprises, and also because of the unfitness of training mode, the growth of vocational training capability has been restricted, and the role of main force can not put into full play.This essay provides a personal view on how to enhance the vocational training capability of higher vocational colleges. Firstly, a revelation has been gained through analysis of advanced vocational training experience both at home and abroad that vocational training should have close cooperation with enterprises, should have an effective managerial system, and should adopt unified education appraising standards. Secondly, according to the factors that restricting the development of vocational training capability of higher vocational colleges, these colleges should enhance the development of their training capability through’defining clearly the position of vocational training in higher vocational college education’, through’straightening the administrative system, and increasing the support for vocational education’, through ’integrating college resources, and laying a good foundation of vocational education’, through’promoting actively the reformation and innovation of training model’, through’promoting greatly the development of teaching personnel’, through ’promoting the development and utilization of training resources’. Secondly, the purpose of increasing the vocational training capability of higher vocational colleges entails not only the effort of the colleges, but also the functional role of government by legislating for vocational training, by ameliorating vocational training administrative system, and by establishing a unified vocational capability standards. Lastly, in terms of the policy support from the government for the enhancement of higher vocational colleges, suggestion is made in three aspects that’increasing the investment in vocational training of higher vocational colleges’,’integrating the social vocational training resources’, and’coordinating the relationship between higher vocational colleges and enterprises, and promoting the realization of the training model of industry-learning integration’.
