Higher vocational education is an important force for deepening the adjustment of industrial structure and promoting the development of higher education under the background of accelerating global scientific and technological progress.After the end of World War II,influenced by the storm of the third scientific and technological revolution,the wave of immigration,the adjustment of economic structure and other aspects,and under the active intervention of the federal government,Australia has gradually formed a unique national training system based on capability and oriented by industry demand,which is worth reflecting and learning from all countries.Starting from the introduction of the Kangan Report,Australia’s higher vocational education clarified the "people-oriented" education concept,initially established the higher vocational education management system,established a variety of higher vocational education institutions,and carried out the education practice based on knowledge.In the middle and late 1970 s,faced with various social problems caused by the economic crisis,knowledge-based higher vocational education was gradually criticized and questioned by all sectors of society.After about 25 years,to actively to meet the needs of industrial development,cultivating high-skilled talents social needed,higher vocational education of Australia built with competency as the standard of national training system,and to develop the industry needs oriented training package,Australia’s higher vocational education is improving in constant adjustment.From a historical perspective,this study combs the historical vein of the development and change of Australia’s higher vocational education from the end of The World War II to the beginning of the 21 st century,focusing on the establishment,development and improvement of the Competency-Based national training system,and in order to sum up the reform experience of Australia’s higher vocational education.Four chapters are made up of this thesis.The first part mainly talks about the historical foundation of Australia’s higher vocational education system before the end of the World War II.The second chapter analyzes the social motivation of Australian higher vocational education,focusing on Kangan’s thought on education,the initial establishment of higher vocational education system,analyzes and summarizes the significant influence of Kagan Report.The third chapter analyzes the development and reform of Australian higher vocational education led by competency-based orientation,introduces the improvement of Australian higher vocational education management system and the rise of competency-based training.The fourth chapter introduces the social background and theoretical preparation for the perfection of Higher vocational education system,focuses on the development of Australia’s higher vocational education management system,financial investment guarantee mechanism and national competency standards,and canvasses the facilitation effect of the constitution of Australian Recognition Framework,Australian Qualification Framework and Training Package on Australian national training system.The conclusion part summarizes the experience of Australia’s higher vocational education reform,extracts the important enlightenment to adapt to China’s national conditions and improve the higher vocational education system.
