With the rapid development of global economy, the structure of demand for labor has different changes in many countries. Training a large number of skilled and capable talents has become the inevitable requirement for social and economic development. Australia government attaches great importance to Vocational and Technical education, and formed a set of Vocational and Technical education system with the world advanced level. Training package is the key link to successful implementation. And it is also the guide and protection for Vocational and Technical education in Australia.To meet the economic and social development, in China, Vocational and Technical Education will be referred to a new and unprecedented level. It's a necessary and urgent work to learn the advanced experience of foreign countries and explore a development model of Vocational and Technical Education to suitable for China. In recent years, the extensive cooperation has been carried out between China and Australia in Vocational and Technical Education. This thesis researches through the training package in Vocational and Technical education, summarizes its characteristics, advantages and disadvantages, and further puts forward to suggestions in order to use its experience for reference.The thesis consists of five parts.First part:Introduction. It brings forward the causes, the purpose, the meanings, the methods of this study. In addition, on the basis of summarizing, the relative bibliography at home and abroad, definition the concepts of Vocational and Technical Education, National Training Framework and Training Packages.Second part:An overview of the Training Package. At first, introduces its history and development,,and then, the part brings the concept and structure, forms a clear connotation of Training Package, at last, analysis the theoretical and practical basis for the development of the Training Package. This part helps the reader to have a basic understanding, and pave the way for the following in-depth description.Third part:Development and implementation of the Training package. This is the most important part in the thesis. From the development and certification of training package, this part makes a detailed illustrated about the development and certification principle, developing department and basic procedure. Taking Information and Communications Training package for example, it has a specific discussion on the structure and running process, competency standards, assessment guidelines, qualifications framework, Support Materials of a single training package, and to guide the curriculum development aspects of the extension. At the end, this part introduces the security system for the training package to run.Forth part:The feature, function and limitations. Based on the three parts before, it summarizes the features of the training package, including integrity, practical, timeliness, operability and openness, further illustrating the specific role of Training Package for the Vocational and Technical Education in Australia, also involved limitations about generic skills development, isolation competence assessment. Fifth part:Revelations form Training Package. Put forward elaborate by the above parts about connotation, contents, implements, features, roles and limitations of Training Package, this part proposed five revelations to offer reference for our Vocational and Technical Education reform and development.
