Vocational education is an important mean of human resource development and channel, it plays an important role in the economic and social development. The scale and quality of China’s current human resource development are not suited to the requirements of economic development, the level of education which takes the role of the resources development is low, especially the vocational education. The reform of vocational education is urgently needed.The successful experience of the Australian vocational education provides a reference model for us. Since the late1980s, there were a series of reforms in Australian vocational education. Because of these reforms, Australia became the developed countries of the world of vocational education, and the vocational education became an important force to promote economic and social development of Australia. Through reforms, Australia takes shape a new vocational education system, in which the TAFE College is the major educational institution, and its core is the Training Package system. From the practical point of view, the Training Package system is full of flexibility, it could adapt to the requirements of the global economic and technological progress, and has became a successful vocational education system, at the same time, it has a strong reference for the reforms of the vocational education in China.This paper consists of six sections:Section one is introduction. This section is to explain the purpose of the study, reviews the existing relevant research literature, illustrates the significance of this study, defining the core concepts of the present study.Section two summarizes the background information of the establishment of Australian Training Package, points out the basic characteristics of Training Package, so that readers have a basic understanding of Training Package, and paves the way for the following description.Section three introduces the Australian Training Package design and development process, the organizations of the Training Package, as well as the entire development and design process, clarifies the principle of the development of Training Package, analyses the content of the Training Package, including Training Packages Endorsed Components which consists of the national competency standards, the national qualifications framework and the assessment guidelines, and Training Package Support Materials, such as Learning Strategy, Assessment Materials and Professional Development Materials. At the end, taking Australian Information and Communication Technology Training Package ICA11for example.Section four analyses the safeguard mechanism of Training Package, which mainly includes policy safeguards, institution safeguards, fund safeguards and teachers’ safeguards.Final section consists of the evaluation of the Training Package, as well as some advices for the vocational education in China, listing the superiorities and defects of Training Package, in addition, in view of the practical problems in China, learning from the successful experience of the Training Package, finally, puts forward some reform and development proposals for the vocational education in China.
