| As an important part of China’s education system,China’s higher vocational education shoulders the heavy responsibility of cultivating high-quality labor,and is the only way to build a strong country of human resources.Based on such realistic situation and rational understanding,this paper uses literature research method,historical research method and comparative research method to explore the influencing factors and find out its evolution by studying the background and main contents of important higher vocational education policies since the reform and opening up.Characteristics,and then analyze the deficiencies and suggestions for improvement of relevant policies.The paper is mainly discussed from the following five parts:The first part is the introduction,which mainly introduces the research significance and research methods of higher vocational education policy,summarizes and analyzes the research results of predecessors,defines the basic concepts,and proposes the innovation of this paper.The second part is a review of the evolution of higher vocational education policies.This paper divides the changes of China’s higher vocational education policy into four stages: the first stage,the preliminary exploration stage(1978-1991);the second stage,the standardization construction stage(1992-1998);the third stage,the leaping development Stage(1999-2005);Stage 4,characteristic development stage(2006-present).In-depth exploration and analysis of the background,policy characteristics and policy concerns of the promulgation of higher vocational education policies at different stages.The third part analyzes the factors affecting the evolution of higher vocational education policy.The evolution of higher vocational education policy from the beginning to the end is related to the trend of economic development,the influence of government behavior on the formulation of higher vocational education policy,the influence of ideological culture on the attraction of higher vocational education,and the inherent driving force of higher education.Inseparable.The fourth part summarizes the characteristics of the development of higher vocational education policy.Through the analysis of the evolution process,it summarizes the development characteristics of higher vocational education policy in the past 40 years of reform and opening up: the policy objectives are gradually clear;from focusing on single utilitarianism to paying attention to multi-value;continuously improving in radical and stable organic integration;Focus on quantity expansion and turn to the pursuit of connotative and characteristic development.The fifth part reflects on the inadequacy of the evolution of China’s higher vocational education policy.Through the analysis of the evolution process of the policy,it explores its existing problems and provides reference for the formulation of future policies.At present,the shortcomings of China’s higher vocational education policy are insufficient support and protection of the capital investment policy;the fairness and reasonableness of the enrollment and employment policies need to be strengthened;the lack of policies and regulations for the construction of higher vocational faculty;the construction of school-enterprise cooperation policy lags behind the practice;Insufficient policies constrain the development space.In-depth study and analysis of higher vocational education policies can help us to deeply consider the problems existing in higher vocational education on the basis of rational understanding of its development rules,and provide reference and reference for the institutionalization,scientificization and democratization of policy formulation. |
