A Comparative Study Of Research Data Management Policies Between China And Britain

Scientific research data is the product of the rapid development of the information age,and is an indispensable resource for the scientific and technological level and economic development of a country.As early as last century,foreign countries began to research and manage scientific research data,and achieved relatively fruitful results.Whether it is from the macro national level,research support institutions,or universities and other research institutions,they have formulated scientific research data management policies that conform to their own development laws,which effectively improve the national science and technology level and economic strength.Compared with the previous studies,the research in this field started late,and there is no support from a large number of policies.Although the State Council has promulgated the measures for the management of scientific data as the guidance of the national level,it can not accumulate a lot of experience in a short time,and issue a series of policies and regulations to meet the actual needs.As an important scientific research institution,only a few universities have made relevant policies.Most universities still do not realize the importance of scientific research data management,and even have no relevant policies.Generally speaking,without the restriction of unified policies,we can not effectively manage and reasonably play the maximum value of scientific research data in Colleges and universities.To some extent,this also hinders the development of scientific research in Colleges and universities,even the national research.Therefore,it is a problem to solve to accelerate the process of scientific research data management and to formulate the policy of scientific research data management suitable for our country.This paper compares seven policies between China and Britain from the perspective of data life cycle and stakeholders,including the macro level policies of the state and research funding institutions and the specific policies of universities.The policy content is analyzed one by one,and the specific policy contents are listed according to each stage of the data life cycle and different stakeholders.Then,through comparative research,the policy is compared,and the differences are found out,and the shortcomings of each link in China are found.The mature management system and accumulated experience in Britain can provide reference and guidance for the policy making of our country...
