At present,China has basically achieved universal nine-year compulsory education.However,with the development of society and economy in our country as well as the advancement of rural and urban integration,there is still a huge gap with regards to education level among regions,urban and rural areas,and among schools.Besides,the high-quality and balanced development of education has become the key problem to be solved in China’s new era of development.Therefore,our country attaches great importance to the development of education and has developed the strategy of developing education in the first place,which aims to achieve high-quality and balanced development in a directional and systematic way and get rid of the previous extensive development on the basis of ensuring education equality.For this reason,our country has implemented a new policy of teacher rotation.Previous researches showed that teacher rotation system has been carried out in many cities in China and has achieved significant outcome.Nevertheless,there still existed a lot of problems to be solved in the process of implementing the new policy.Through consulting relevant literature,the author found that the researches of teacher rotation system mainly concentrate on the compulsory education stage or primary school.As for the high school stage,relevant research literature is limited.What’s worse,there is little amount of research aimed at the teacher rotation system of towns in Guangdong Province.Therefore,this paper is aimed at the teacher rotation system of the high school teachers in P town,hoping to enrich and improve the system.Starting from the theory of education fairness as well as the theory of balanced education development,this paper combines the present situation with the previous studies.The author chose teachers from P town,Guangdong province as the subjects.Through a series of survey method such as referring to relevant literature,delivering questionnaire,interviewing relevant teachers and so on,the current situation of teacher rotation system in P town are deeply investigated.Besides,existing problems of the system and the teachers are found.Then by means of analyzing its causes and referring to successful experience home and abroad,the author gives practical and constructive advice on those problems.According to the research,the teacher rotation system of P town is still in elementary stage.There are some problems like the imperfect system of teacher rotation,reluctant intention of teachers and so on.The main reason is that there is a lack of complete scheme of the teacher rotation.Besides,the needs of teachers are not fully considered in the design of the scheme.And the selection,observation and evaluation of the system are insufficient.Based on the reasons mentioned above,some suggestions given by the author are as follows.For one thing,the government should start from some aspects like enhancing construction of laws,deepening personnel system reform,completing the teacher rotation system and promoting the policy widely.For another,building up a communicative information platform about teachers,normalizing selection procedure,fully taking the intention of teachers into consideration and financing more on the policy will surely contribute to the effective implement of teacher rotation system and thus guarantee the profits of all teachers.
