| Public employment service for college graduates is the key measure to realize high-quality and full employment of college graduates.At present,the supply mode of public employment services can not meet the needs of college graduates and social development.As a new social governance theory,collaborative governance effectively integrates the main resources of the government,enterprises,human resources service institutions,social organizations and so on.It has certain practical significance for improving the efficiency of public employment service for college graduates.Taking H city as an example,this paper studies the public employment service of college graduates from the perspective of collaborative governance,and deeply excavates the problems through literature research,qualitative analysis and personal interview.Firstly,this paper analyzes the current situation of cooperation among h municipal government,human resources service institutions,enterprises,graduates and other subjects.Secondly,from the perspective of collaborative governance theory,this paper summarizes the existing problems and analyzes the deep-seated reasons: the gap of multi-agent collaborative governance mechanism,lack of collaborative awareness,lack of collaborative governance conditions and environment.Finally,it puts forward four suggestions,including improving the collaborative governance ability of college graduates’ public employment service,establishing collaborative governance mechanism,improving the execution of collaborative governance,and enhancing the thrust of collaborative governance service environment.It is expected to provide reference and guidance for the public employment service of college graduates in H city. |
