Research On Institutionalization Construction And Optimization Of College Counselors

College counselors system plays a necessary political function and time value in different historical periods,which is an important institutional arrangement to adapt to the strategy of strengthening the country by talents and the development of higher education in China.With the rapid development of China’s economy and society and the deepening of higher education reform,the ideological and political work in colleges and universities is facing new opportunities and challenges.As the backbone force to carry out ideological and political education and value guidance of college students,the educational value and function of college counselors are becoming more and more prominent,which objectively puts forward higher requirements for the construction of college counselors system.In recent years,many problems in the construction of college counselors are closely related to the operation effect of the counselor system.Promoting and strengthening the standardization,scientificity and effectiveness of the institutional construction of college counselors is the inherent requirement of ideological and political work in colleges and universities,and it is also an important guarantee for implementing the fundamental task of moral education and cultivate people.After nearly 70 years of development,the institutionalization of college counselors has formed a relatively complete and operable system of college counselors.Based on the Marxist theory of institutional change,collaborative governance theory and role theory,combined with the development and evolution of the role of ’college counselors’,according to the important historical time nodes,the needs of the times,the concept of education and other factors,the institutional construction of college counselors in China is roughly divided into five stages of development : gestation and formation,recovery and development,professional development,professional development and connotative development.At the same time,the British and American college student affairs management system is selected for comparative analysis.Its’ student-oriented’ work concept,strengthening ’professional’ development and ’expert’ training,and improving the relevant laws and regulations of counselor work have reference significance for the optimization and development of college counselor system in China.Combined with text analysis and qualitative interviews,in-depth interviews were conducted with college counselors at the grass-roots level,the head of counselors’ management department and the representatives of counselors’ annual influence figures to understand and master the reality of the implementation,construction and development of counselors’ system.The problems such as the reality conflict of college counselors’ work system,the allocation and selection system to be optimized,the bottleneck of professional development,and the management and evaluation system to be improved were sorted out.Further analysis showed that modernization and social transformation,the change of higher education,the reality conflict of college counselors’ work and the ineffective implementation of the system were the causes of the dilemma of the institutional construction and development of college counselors.From the historical investigation and empirical analysis of the college counselor system,it can be found that the institutional construction of college counselors has the characteristics of political and scientific combination,standardization and legalization promotion,inheritance and innovation.In view of the practical problems existing in the institutional construction of college counselors in the new era,combined with specific problems and causes,this paper puts forward the optimization path of the institutional construction of college counselors : one is to further strengthen the top-level design of the college counselor system,pay attention to the key and difficult problems;two is to further optimize the content system of the college counselor system,including standardizing the allocation and selection system,optimizing the development and training system,and implementing the management and evaluation system;The third is to improve the security system of college counselors’ system,realize the implementation of the system by organizational guarantee,provide the platform support for system construction by subject guarantee,and promote the long-term and stable development of the system by environmental guarantee.
