Research On Internet Rumor Diffusion And Governess In Public Health Emergency

In the era of mobile Internet,the spread of rumors has broken through the limitations of the region and the traditional diffusion mode.The speed of rumors’ spread is faster and the influence scope is wider in public emergencies.In January 2020,COVID-19 outbreak broke out in Wuhan.Due to information asymmetry,public panicked about the unknown virus and distrust of the government and policies,Internet rumors spread willfully,affecting the progress of medical assistance and the stability of social order.It is particularly important to study the propagation mode of network rumors and the governance of network rumors in public health emergencies.This article uses the media framework theory to collect a total of 250 texts,pictures,videos and other materials for large-scale Internet rumors in Hubei and response to rumors from January 22 to April 7 for a period of 7 weeks,using content analysis methods,from The content and effect of network rumors dissemination,the main body of rumor refuting,the content integration,and the effect of refuting rumor.The combination of qualitative and quantitative research attempts to explore the characteristics and modes of dissemination of online rumors in public health emergencies,the characteristics and modes of response to rumors,and summarize the deficiencies in response to rumors,and finally put forward corresponding countermeasures for governance of online rumors.The paper is divided into four parts.The first part: Introduction.It introduces the research background,research questions and topic significance of this article.It sorts out the research on the definition,influence and governance countermeasures of rumors by domestic and foreign scholars,and introduces the research methods and research innovations.And the related theoretical basis of the research.The second part: mainly analyzes the dissemination characteristics of internet rumors in public health emergencies from the aspects of dissemination content and internet dissemination effect.It is summarized as follows: the theme of the rumors is highly related to government measures,and the main target is the government and public servants.The source of rumors is authoritative and vague,and rumors are grafted with the characteristics of "localization";the transmission effect has the characteristics of large transmission volume and short transmission time.Then,according to the content and effect of the spread of rumors,the types of rumors in the new ·COVID-19 reflect people’s emotional characteristics,the issues of concern is highly correlated with the topic of rumors,rumors hotspot network turnover rate is faster,but attention is still spread the rumor of a huge amount.The third part: Summarizes that in public health emergencies,the mode of dispelling rumors on Internet rumors is based on the government and the media as the main body of dispelling rumors,with the information sources of government staff as the main source of dispelling rumors,and the official accounts from the media as the main source of dispelling rumors.Dispel rumors and release channels,quickly link up and dispel rumors in a short time.It follows that the rumor extant work of some of the problems: lack of relevant laws and regulations,the lack of media regulation,the vague response content lead to poor results,rumors limited coverage so that early warning mechanism can not sink,some institutions rumor response slowly.The fourth part: Faced with online rumors in public health emergencies,the government should lead the media,enterprises,and citizens to coordinate governance.At the same time,the improvement of the legal system,the mechanisms of the early warning for integration of public opinion,the guidance of the media,and the technical support of enterprises,and Citizens’ online participation is indispensable.
