| This paper attempts to analyze the input-output results of Chinese provinces from2015 to 2017,by taking the input and output in these three years as its research object,using literature review and the Date Envelopment Analysis(DEA)such as CCR,BCC and cross-efficiency models,and selecting five input indexes: the total number of referees,the total number of managers,the total number of coaches,the total number of athletes and the funding input and the medal points as an output index.The purpose of this paper is to find out the deficiency of input and output of Chinese competitive sports,and to put forward suggestions for improvement.It looks forward to providing reference suggestions for the development of competitive sports.Results: 1)The overall efficiency of DEA is effective,which means that a corresponding proportion of input can be increased and a corresponding proportion of output can be obtained.In2015,there were 6 provinces whose overall efficiency reached DEA,8 in 2016 and 9in 2017.The number of provinces with effective DEA is increasing year by year,which shows that Chinese provinces place more emphasis on the development of competitive sports and gradually improve the input-output structure of competitive sports.2)Over the past three years,the input redundancy rate and the output insufficiency rate of each index are all higher than 28%,which may be caused by the fact that most of the Midwest are inhabited by ethnic minorities,and the input in competitive sports is relatively small;the reform of the sports system is not perfect,and the managers are redundant;the degree of difficulty in obtaining sports performance varies among provinces in China,and due to geographical restrictions,the settings of sports events in each province are quite different.3)Through the three-year comparison of the results,it is obvious that the pure technical efficiency is the highest in the east,the second in the west and the lowest in the middle.However the overall efficiency does not show the above regional characteristics.4)In these three years,in Tibet,Qinghai and Ningxia,their pure technical efficiency is effective,while the overall efficiency is not effective,which shows that the ineffective overall efficiency of these three regions is entirely caused by the scale of input.Under the guarantee of current management efficiency,increasing the scale of input is the best way to solve the problem.5)The input-output efficiency ranking of each province in the cross-efficiency model and traditional DEA model have changed significantly.The conclusions are as follows: The waste of excessive sports resources and the degree of difficulty in winning the championship result in low overall efficiency in developed regions.Regional differences,sports system reform,family,sports project setting,people’s appreciation and other factors affect the input redundancy rate and output shortage rate in China.The three-year overall efficiency inefficiencies from 2015 to 2017 are entirely caused by the scale of inputs.The cross-efficiency model is highly discriminating for each DMU,but the traditional DEA model can also effectively distinguish the advantages and disadvantages of DMU,therefore,the role of traditional DEA model should not be reduced and eliminated. |
