Research On The Implementation Issues Of Policies For Subsidizing The Poor Students Of Higher Vocational Colleges In Sichuan Province

Higher vocational education is an important part of my country’s higher education.It shoulders the mission of cultivating talents for economic society and development,and has trained tens of millions of professional and technical talents for the country.With the deepening of the reform of the national higher education system,the country vigorously develops higher vocational education and expands the scale of enrollment in higher vocational colleges.The group of poor students in higher vocational colleges is also showing a rising trend.Therefore,for the sustainable and stable development of higher vocational education,we must pay close attention to the implementation status of the policies for subsidizing the poor students of higher vocational colleges,and we must formulate a targeted and appropriate policies,which is suitable for the long-term development and implementation status of higher vocational colleges.Based on this,this paper explores and researches the policies for subsidizing the poor students of higher vocational colleges in Sichuan Province,uses education equity theory,education cost sharing theory and human capital theory as the theoretical basis of this paper,and uses various kinds of research methods,such as literature research,questionnaire surveys and person interviews.This paper has analyzed the policy system for subsidizing the poor students of higher vocational colleges in Sichuan Province,learned about the implementation status of the policies for subsidizing the poor students in five higher vocational colleges in Sichuan Province,and analyzed the problems and causes of problems existing in the implementation of the policies for subsidizing the poor students of higher vocational colleges in Sichuan Province.Based on these research results,some countermeasures and suggestions are put forwarded in the optimization of the policies for subsidizing the poor students of higher vocational colleges in Sichuan Provinces,aiming to further improve the subsidy policy system for poor students in Sichuan vocational colleges,and improve the effectiveness of the work for subsidizing the poor students of higher vocational colleges in Sichuan Province.The research results of this paper show that since the establishment of the the subsidizing policies for the poor students of colleges and universities and the emergence of the poor students in the 1990 s,the government has attached great importance to subsidizing the poor students,and has continuously improved relevant policies,and established the diversified subsidizing system of “scholarship,loans,grants,work-study program,tuition wavier,and subsidies” provides with a strong guarantee for the smooth enrollment of poor college students with financial difficulties and the completion of their studies.However,the effectiveness of the implementation of the subsidizing policies for poor students needs to be improved.Due to the imperfect subsidizing policy system for poor students,the lack of corresponding legal guarantees for the subsidizing policy system for poor students,the insufficiency of the government’s leading role,the vague implementation of the poor student identification standards by the school,the lack of a dedicated department in the school to supervise the use of subsidies in the later period,and the lack of corresponding incentive mechanisms influence of traditional social cognition,the effectiveness of the work for subsidizing the poor students of higher vocational colleges have been affected greatly and negatively.Therefore,the government should introduce incentives for social forces to participate in the subsidizing poor students of higher vocational colleges,establish and improve the recognition mechanism for the poor students of higher vocational colleges,improve the current student loan mechanism,carry out the new subsidizing policy system and a new enrollment model for the poor students of higher vocational colleges,develop of an employment-oriented subsidizing model,and the promotion of the legalization of subsidizing policy for the poor students of higher vocational colleges will further ensure the soundness of the subsidizing work for the poor students of higher vocational colleges,enhance the public credibility of the society to the government,ensure that the poor students of higher vocational colleges have equal rights to receive higher education,and promote the long-term and sound development of higher vocational colleges in our country.
