As a result of the implementation of the charging system of higher education and the increasing gap between the rich and the poor, the number of poor students in colleges and universities is also increasing. In order to realize the equality of education, reflect the superiority of the socialist countries, to ensure that the poor students shall not be denied their rights and opportunities to accept higher education, the relevant department in China has made a complete set of policies to subsidize poverty students. Through more than ten years' unremitting efforts, a perfect subsidizing system which include "Award and prize, part-time job, bank loan, and allowance" has been gradually formed for poverty students.As an important part of higher education, higher vocational education bears the mission of training applied, skilled talents and highly qualified workers. Since 2000, both the number of vocational colleges and the students in these colleges have increased rapidly, with the size equal to ordinary undergraduate institutions. Because most of the students come from relatively poor and ill-educated families in rural and mountainous areas, the number of poverty students and the degree of poverty are far greater than those in key colleges and universities. At the same time, students in vocational colleges are much weaker in comprehensive quality compared with those in undergraduate colleges, so it may differ greatly in cultivating purpose and model.Taking Chuzhou Vocational and Technical College as an example, based on its rich experience in subsidizing work, through communication with undergraduate colleges and other vocational colleges, the writer probes into the subsidizing work in vocational colleges by using such methods as contrastive analysis, literature readings and social investigation. Meanwhile, considering the characteristics of students in vocational colleges, the writer puts forward corresponding measures to solve practical problems in the subsidizing work. The paper points out that the crux of the current subsidizing system lies in the fact that free subsidization volume is too large and the proportion of grants is unreasonable. Besides, it is difficult to identify poverty students, and the national student loan does not play its due role. Lastly, poverty students lack awareness of integrity as well as ability in innovation.As for the abovementioned problems, the writer puts forward the following solutions:firstly, the mechanism of identifying poverty students should be optimized and the grants proportion in the subsidizing system should be adjusted; secondly, the project of national student loans should be carried out seriously; thirdly, more social resources should be sought to help students with part-time jobs and facilitate cooperation between college and enterprise; fourthly, students should be provided with freer and better learning environment by reforming teaching method and credit system; lastly, ideological education should be strengthened in order to cultivate innovation and integrity among poverty students and great efforts should be made to support them to do pioneering work.The paper is divided into five parts. Chapter One is a brief introduction to the background, purpose, significance, previous studies, research methods, research content and innovative points. Chapter Two expounds the theory regarding higher education subsidizing. Chapter Three elaborates on the status quo of the subsidizing work in ChuZhou Vocational and Technical College. Chapter Four is a detailed analysis of the major cause of subsidizing problems. Chapter Five is to put forward measures and suggestions to solve the problem.
