| At present,China has ushered in the era of artificial intelligence,5g,big data analysis,Internet of things,new energy-led new technological revolution,machine instead of human intelligence era has come.The vocational education,as an important part of China’s education work,has been given great importance by both the Party and the state.However,the development of vocational education has encountered a bottleneck period,especially in Shenyang,an old industrial base in northeast China where manufacturing is the main industry.During the period of rapid development of science and technology,it was faced with uneven distribution of educational resources and slow upgrading of skills,the mismatch between market demand and vocational education training pattern is an important problem to be solved in Shenyang Vocational Education.In this paper,the new scientific and technological revolution as the background,the vocational education as the entry point,mainly using literature analysis,interviews and questionnaire survey,to Shenyang as an example,this paper investigates the present situation of the participation of multiple subjects such as government,market demand,social organizations and citizens of Shenyang in the vocational education of the development of new science and technology.The leading role of the first government is not enough,the position of the vocational education is not clear,and the legal guarantee of vocational education for promoting the development of new scientific and technological revolution needs to be improved.The supply quality of Science and technology talents in the second vocational education market is uneven,and the regional distribution and development of new science and technology are uneven.The Third Society does not pay enough attention to vocational education and discriminates in the employment of new scientific and technological talents.The fourth society generally has insufficient willingness to participate in the vocational education and regards the vocational education as a "second-rate education" that is difficult to integrate with the new science and technology.Through the analysis of the data,under the guidance of the theory of Human Resources Development and new public service,this paper analyzes the causes of these problems in the context of the new scientific and technological revolution,and combines the development experience of vocational education in the period of new scientific and technological development at home and abroad,put forward corresponding countermeasures and suggestions: First of all,pay attention to the cultivation of scientific and technological consciousness,guide and support the participation of multiple subjects in the process of vocational education.Secondly,it serves the employment of science and Technology Talents and promotes the sustainable development of vocational education.Thirdly,to realize multi-governance on the main body,make clear the functions of all parties to make full use of the achievements of the new scientific and technological revolution,and jointly build a network system.Then in terms of system,the government will improve the linkage and optimize the system and mechanism of vocational education to serve the development of new science and technology.Finally,we should expand the supply of scientific and technological educational resources and improve the quality of vocational education. |
