Practical Exploration Of Social Work Helping Community Democratic Consultation

With the rapid development of China’s economy and accelerated urbanization,the needs and problems of community residents are increasing,and urban grassroots governance has ushered in new problems and challenges.For example,the drainage pipes in old neighborhoods in urban communities are stagnant,and water often accumulates in the rainy season and floods the first floor of the courtyard dam,which seriously affects residents’ lives;the green part of the courtyard dam is planted with vegetables by a few residents,which leads to large-scale quarrels between residents and properties,and between residents and each other.As conflicts between various interest groups in the community(between residents,between residents and properties,and between residents and the community)are frequent,it is increasingly important to promote democratic consultation and councils for community autonomy in the community.Due to the lack of awareness and weakness of democratic consultation among residents and the difficulties of community workers in promoting democratic consultation in the community,its practice in the community has not been effectively promoted.This paper takes the democratic consultation project in S community as the topic,aiming to promote the development of democratic consultation in the community by contacting various stakeholders in the community,mobilizing residents to participate,enhancing the ability of community self-government organization staff to divide and collaborate,creating a positive atmosphere for multi-stakeholder consultation and deliberation,creating an environment for community governance,and promoting the long-term effectiveness of grassroots governance.In this study,the social workers used their professional knowledge to research and analyze the community residents’ promotion of democratic consultation and deliberation.In the course of the project,we summarized the problems faced in terms of venue,participants,participants and awareness of social workers,the reasons for the problems and the results and reactions.With the help of social work,the project explored and summarized the democratic consultation and deliberation system of community residents,proposed the steps and flow chart of democratic consultation and deliberation at the grassroots level,and summarized the experience of democratic consultation in S community,i.e.,community governance through the implementation of the "1+4+N" democratic consultation idea in the community,i.e.,the establishment of a consultation and deliberation platform.Through the community proposal,community discussion,community decision and community action to achieve a two-way linkage,a highly participatory service model,and the construction of the "1+2+X" consultation body consisting of the leadership of the party committee,the grid leader of the compound,the building leader and relevant parties,injecting new elements into community autonomy and promoting the development of a new form of community governance.
