In new era,moral education is entrenched as the essential way to foster the virtue of people.How to improve moral education’s practical effect confuses people.What’s more,the stage in primary and secondary school is exceedingly important for students to cultivate cultivate moral education.So,the effect of moral education in primary and secondary schools also absorbs all the people’s attention.Moral education evaluation makes a great difference to wake up students’ moral conscientious,motivate students’ moral impetus and facilitate students’ moral development.So,moral education evaluation is a important way to improve the practical effect of moral education.But the moral education doesn’t have a nice effect in real life because people don’t understand the value orientation of moral education evaluation fully and the value orientation of moral education evaluation lacks of harmony.This can be confirmed as the following three aspects.Firstly,the value orientation of moral education evaluation emphasizes the moral education’s social value but neglects the moral education’s individual value.Secondly,the value orientation of moral education evaluation pays much attention to the instrumental rationality but look down upon the value rationality.Thirdly,the value orientation of moral education evaluation lays the emphasis on the scientific value but overlooks the humanistic value.Value orientation is the key of moral education evaluation.For one thing,moral education evaluation is the activity that judges the value of on moral education activities in primary and secondary schools in essence.Thus,no matter the subject of moral education evaluation can realize the value orientation or not.The value orientation of moral education evaluation exists forever and will have a great influence on the subject of moral education evaluation,causing the evaluation subject to have a particular value tendency during the process of moral education evaluation.For another thing,value problem is the fundamental problem of moral education.What’s more,moral education is based on the value.Accordingly,problems about value orientation are the essential theory problems of moral education and moral education evaluation.So,we can safely conclude that the precondition of enhancing moral education’s practical effect and accelerating the development of moral education is that the subject of moral education evaluation have a right value orientation of moral education evaluation.And this is the logical starting point of the research.Specifically speaking,the idea of this research is “the history investigation — the rationality analysis —future expectations”.The research makes the history as the entry point and relies on the relevant policy of moral education evaluation issued since Economic Reform and Open up,carrying out the longitudinal study on the evolution’s vein of the value orientation of moral education in primary and middles schools since Economic Reform and Open up from the time dimension.And discovering that the value orientation of moral education evaluation of primary and secondary schools mainly experienced three stages.The first stage is “politicizing” and “socializing”(1978-1991).The second stage is“economizing” and “utilitarianism”(1992-1999).The third stage is “living” and“humanizing”(2000-now).Then,the research carries out the cross-sectional analysis on the evolution’s vein of the value orientation of moral education in primary and middles schools since Economic Reform and Open up from the following three aspects:characteristics,reasons and lessons.Firstly,the evolution’s characteristics include the regression from instrumental value to humanistic value,the change from idealization to realization,the transformation from instrumental rationality to humanist spirits and synchronizing the need of the social development.Secondly,evolution’s reasons include the objective reasons and subjective reasons.More concretely,the objective reasons are social elements(mainly including economy,education,politics and culture),value elements(mainly including the evolution of social value and moral education value),personal elements of the moral education evaluation(mainly including the contradiction between the theory and the practice of the moral education evaluation).And the subjective reasons are the change of practical need of the subject of the moral education evaluation.Therefore,melting idealization and realization and coalescing instrumental value and humanistic value are two experiences that the evolution of the value orientation of moral education evaluation of primary and secondary schools since Economic Reform and Open up should accept.While,the lessons that the value orientation of moral education evaluation of primary and secondary schools is restricted excessively and pays too much attention to meet the need of social and human development also should be stressed.Finally,the research based on the practical problems in the value orientation of moral education evaluation of primary and secondary schools raises that the value orientation of moral education evaluation of primary and secondary schools should insist on the unification of instrumentalist value orientation and humanism value orientation and the unification of adaptation value orientation and transcendence value orientation by strengthening the cognition of the value orientation of moral education and optimizing the moral education evaluation system of primary and secondary schools.
