Abstract/Summary:
Over the years,the strategies of building a talent power and an education power have been particularly emphasized in China,and the balanced development of compulsory education is of vital importance to the latter.In his important assertion on the issue,General Secretary Xi Jinping proposed that in the implementation of the building an education power strategy,it should be guided by "effectively promoting education equity to realize balanced development of education".In 2018,Premier Li Keqiang explicitly called for minimizing the disparity between urban and rural schools in order to improve the quality of education in general.At present,compulsory education has come a long way,as evidenced by the popularization of nine-year compulsory education and its continuous development over the years.Nevertheless,due to factors such as economic development imbalances,compulsory education has a significant regional disparity in resource allocation,which is directly reflected in the quality of education.Given its close relevance to all families and individuals,the quality of education has always been the subject of widespread concern.As a result,there is currently unprecedented interest in the balanced development of compulsory education as a livelihood issue.Based on the balanced development of compulsory education,and from the perspectives of public management and pedagogy,this paper adopts the theories of educational products and educational equity to carry out a case study of Cangnan County,and a detailed analysis is initiated on the deficiencies in the balanced development of compulsory education.This paper follows the research path as below.First,different approaches and methods are introduced to reveal existing problems in an objective and comprehensive manner.Specifically,statistical data are integrated and studied through comparative analysis and interviews,so as to analyze and identify the main defects and contradictions in the balanced development of compulsory education in Cangnan County.The first is the unbalanced hardware conditions,including the unbalance in the area of school buildings per student,the distribution of educational equipment in primary and secondary schools,and the layout of schools.The second is the unbalanced soft power,including the unbalance in the number of students and teachers in different regions.The causes of the above defects are subsequently explored,and this is believed that Cangnan County faces three major challenges to the balanced development of compulsory education.The first is the unbalanced orientation in education policy formulation and implementation;the second is the economic base of townships with significant disparities within the county;and the third is the different standpoints of government and society in terms of education needs.In light of the above reasons,corresponding suggestions are made to improve the unbalanced development of compulsory education in Cangnan County,i.e.,to urge the government to optimize the allocation of resources for compulsory education,to emphasize the construction of teaching staff in the compulsory education stage,to improve the school conditions of compulsory education in rural areas,and to innovate teaching models through technology.
