| At the beginning of 2020,the outbreak of the COVID-19 brought tremendous changes to the whole society.Focusing on the field of compulsory education,in order to take into account the two important tasks of epidemic prevention and control and education,the government proposed the policy of "non-suspension of classes" by carrying out online education.Therefore,online education has been the main way of education activities during the period of COVID-19 epidemic prevention and control.In this context,the government required to implement "one place,one school,one policy" in the process of carrying out online education based on their own specific conditions.In this process,various schools have adopted individualized action plans and measures and shown different results,and consequently the quality of compulsory education has also been different.Based on the above considerations,this paper takes the school as the analysis unit,and tries to explore the factors and mechanism of online education technology affecting the quality of compulsory education through the comparison of the development process of online education in several schools in S District,Shanghai.The development of online education is essentially the process of introducing online education technology to schools.this paper,on the basis of literature review,built a process analysis framework by using educational quality management theory,technology enactment theory and organizational system theory,and choose four nine-year schools of S District,Shanghai as examples to analyze the execution process of four schools’ online education technology and mechanism of impact on the quality of education.To be specific,this study follows the following research ideas.Firstly,the introduction introduces the background,research purpose and significance,research status,research methods and paths,research innovations and deficiencies.Secondly,on the basis of defining the core concepts and reviewing the theories,the first chapter constructs a process analysis framework based on educational quality management theory,technology implementation theory and organizational system theory.Thirdly,the second and third chapters explain the research methods and case selection of this study,describe the online education development process and results of online education technology in different schools.Thirdly,the fourth chapter makes a case study based on the analytical framework constructed in the first chapter,and explains the process and mechanism of online education technology acting on the quality of compulsory education from the aspects of technical factors,institutional factors and organizational factors.Finally,the fifth chapter puts forward the conclusion of this study and gives some thoughts on how to carry out online education better in the future.In summary,online education,which was used as a stopgap measure during the COVID-19 epidemic,led to an overall decline in the quality of compulsory education,but the degree of decline varied from school to school.The reason is that the development of online education is essentially a process in which schools adopt and apply online education technology,in which organizational factors and institutional factors play important roles.Specifically,the outbreak of COVID-19 and the policy of "no suspension" proposed by the government are the organizational background and policy pressure for schools to adopt online education technology,which has also prompted each school to set different educational quality goals according to its own organizational goals.However,in the process of online education promotion,schools has been faced with different institutional environment,which not only affected the process of technology implementation,but also forced schools to make organizational arrangements and adjustments,so as to better control the management process of the quality of compulsory education.At the same time,the environment of the school,the goal set,the dynamic strategy of the management subject and the degree of cooperation of the management object have also played important roles in the process of the implementation of online education technology,which eventually forms the different results of the implementation of technology,and then presents the different education quality.Hence,in the process of adopting online education technology in the future,schools should take the organizational factors and institutional factors more into consideration,so as to make online education technology actively promote the the quality of compulsory education. |
