In recent years, China issued a number of policies in the promotion of rural education to reinforce the education capital balance growth, narrowing the differences between urban and rural education. As the main action of harmonic education capital balanced development of rural education, teachers reinforce town has achieved remarkable results. The teacher supporting rural this action, can promote the development of education, teachers can optimize resources. The major initiatives to solve this weak rural teachers’problem is to improve the quality of education in rural areas, promote the balanced development of compulsory education. Has important strategic significance and practical significance of these initiatives.This research mainly uses the questionnaire and interview,30 teachers of four primary school in the town of Wangqing County Department of education responsible for questionnaires, interviews, understand the status of implementation of primary school education policy in Wangqing county. The survey that urban village education teacher reinforcements the overall environment is good, but there are still the teachers to teach things thinking is not enough, enthusiasm is not high; exemplary role education is not strong; teachers did not do the problem between the two schools and things.This study analyzes the causes of the problems, and put forward the following suggestions:(1) to strengthen the city support rural education and training of teachers, improve the teachers’ teaching work in the nature of the city and town; (2) to strengthen support for the school teaching work; (3) the beneficiary schools should pay more attention to supervision and management; (4) the administrative departments of education should improve the teaching, guarantee the education scientific, orderly.
