With the rapid development of economy and society,after-school service for primary and secondary school students is a livelihood project to make people get a sense of happiness.It can not only help parents solve the problem of "3:30" pick-up and after-school education,but also enhance the ability of education service and promote the healthy growth of students.In March 2017,the Ministry of Education issued the guiding opinions on the work of primary school students,which requires schools to make full use of their own advantages to carry out after-school services.Loudi City,Hunan Province,started in the autumn semester of 2019.In the urban compulsory education stage,schools try out in-school after-school service for primary school students.This work is still in the exploratory stage.In the process of policy implementation,it is inevitable to encounter some problems and difficulties.This study selects Loudi City as the research area,and five urban schools,teachers,students’ parents and managers as the research objects.Through literature review,questionnaires,on-the-spot visits,interviews and other methods to collect relevant information and data,it summarizes the problems of government supervision in the implementation process of primary school after-school service policy in Loudi City,And analyze the causes of regulatory problems,so as to put forward feasible countermeasures and suggestions to solve the problem.This paper is divided into five parts: the first part,introduction.Based on the relevant literature review at home and abroad,this paper expounds the research ideas and methods according to the research background and significance.The second part describes the definition and theoretical basis of after-school service.The third part,Loudi City primary school after-school service supervision effect and status quo.Through literature search and collation,this paper sorts out the current policy content and effectiveness related to after-school service in Loudi City,and analyzes the effectiveness and current situation of the supervision of after-school service in primary schools in Loudi City by questionnaire survey of parents and interviews with school teachers and administrators.The fourth part analyzes the supervision problems of primary school after-school service in Loudi City.This paper analyzes the problems existing in the government supervision of primary school students’ after-school service in Loudi City from the aspects of managers,participants and external environment,and finds that the main problems are the formalization of after-school service supervision content,the lack of supervision norms,the problems of funds and teachers,the widespread lack of supervision,and the single supervision force.The fifth part,Loudi City primary school after-school service government supervision countermeasures.According to the problem analysis summarized in the fourth part,combined with the relevant successful experience of other regions,this paper puts forward countermeasures and suggestions from the aspects of improving the management mechanism,guiding and rationalizing the power and responsibility of the Department,strengthening the construction of the supervision team,relying on the external supervision force,and establishing an effective evaluation system,so as to promote the healthy and rapid development of primary school after-school service.
