| With the rapid development of China’s university scale and the higher level of teachers’ and students’ demands for teaching and living environment,the resources of universities are getting tighter and tighter,and the running cost of the huge logistics system continues to climb,which makes the cost of running universities increasing.Under the background of socialization of logistics,colleges and universities have implemented socialization of logistics services,and the introduction of professional social service enterprises to provide logistics guarantee services for colleges and universities has become an important logistics supply mode.The problems arising in the process of socialized logistics services in colleges and universities not only reduce the quality of logistics services,but also bring negative impact on colleges and universities themselves in teaching,scientific research and other protection aspects.How to solve the problems arising in the process of socialized university logistics service management and promote the stable operation of universities with high service quality has become an urgent problem of university logistics work,and likewise has attracted the attention of many university managers as well as scholars.This paper intends to introduce the core concept of new public management into the field of university logistics management,apply the theory and method of process reengineering to optimize the management process of socialized university logistics services,especially to analyze the reasons and put forward optimization suggestions for the problems of unclear departmental responsibilities,cumbersome process settings,time-consuming and inefficient processes,backward management methods and ineffective supervision.After the process reengineering theory was extended and developed into government reengineering theory in the field of public management such as government,it was also introduced into the management of universities by scholars at home and abroad,which has greatly improved the efficiency and reduced the management cost of universities.This paper draws on the advanced experience and practice of process reengineering in government and other public sectors,conducts field research on the management process of socialized logistics service of U University,composes the management process,identifies the key process problems in the existing process that have a great impact on the efficiency,service quality and cost,and analyzes the reasons in depth.Based on this,we propose countermeasures to optimize the process of socialized logistics service management of U University in terms of introducing advanced management concepts,adjusting organizational settings,clarifying departmental responsibilities,improving system construction,strengthening personnel team construction,building logistics management information platform and improving supervision system and performance assessment and evaluation mechanism,etc.At the same time,we use the process optimization method-ECRSI method to make specific optimization of the corresponding problematic processes,so as to simplify procedures,shorten process running time and improve process quality. |
