As a science and technology carrier, talent has become the core element of today's knowledge economy, and the most important resource of technological and socio-economic development. Suzhou Singapore Industrial Park has entered into the stage of industrial restructuring and upgrading. It becomes the urgent demand for the introduction of scientific and technological innovation talents, advanced manufacturing and modern service-oriented talents.This thesis uses the tight talent introduction of Suzhou Singapore Industrial Park ("SIP") as case study. With the theoretical direction of human capital theory, human resource flow theory, market malfunction theory and public choice theory, analyze SIP tight talents introduction policy and implementation effectiveness with the research methods of literature collection, theory sorting and data investigation. The strategy recommendation for tight talent introduction in SIP is proposed with the reference of the successful experience of America, Singapore and Shanghai and SIP current conditions. The recommendations include:enhance the overseas talent introduction; reduce the vicious domestic talent competition; accelerate high technology carrier construction; optimize college graduates human resources, strengthen the scientific talent assessment level and optimize talent working and living environment. These strategy recommendations will be helpful to improve SIP tight talent introduction's efficiency and effectiveness.
