In recent years, as China’s economy enters a new stage of transformation andupgrading, across the industry to concentrate in the same area, formed a connected toeach other, and mutual cooperation and mutual competition trend of industrialclusters. Industrial concentration area is one of the main forms of expression. Throughgovernment initiative to guide farmers in Henan province, has completed180provincial industrial concentration area, become the main carrier of economicdevelopment in the province. Hebi city by actively promote to build four provincialindustrial concentration area, In2013the city’s industrial concentration area ofinvestment in fixed assets, industrial output, taxation has occupied half of the share inthe city, become the main force of economic development in the city. But industrialconcentration zone development still exist in the talent introduction, talent forprominent problems, appeared the phenomenon of industrial cluster areas difficult togather talent, restrain the agglomeration of production factors, optimize the allocationof resources, speed up institutional innovation, etc play a bigger role.Many factors lead to this problem, including industrial concentration areadevelopment level, geographic location, etc., which is an important reason why talentintroduction policy is not scientific and perfect, did not play a guiding role tointroduce talents. In Hebi city industrial concentration area talent introduction policyas the research object, mainly by literature research method, interview method, byanalyzing the current industrial concentration area of the source of the talent policy,content, etc., found that the current industrial cluster areas policy there are three mainaspects: Is a policy and industrial concentration zone low-end talents needs to accountfor the main body, not closely the characteristics of high-end talent liquidity;Thesecond is incentive security policy set unreasonable, poor maneuverability;Three isthe policy of higher and lower cohesion, combined with the market mechanism is notclose. By using the theory of public policy analysis and human resourcesmanagement theory, further analysis the cause of the problem, think the reason mainly has: the lack of research in the process of policy making, decision-makingprocedure is not democratic, insufficient incentive policy innovation, talentmanagement mechanism is imperfect and so on. Finally combining the reality of hebiindustrial concentration area, countermeasures and Suggestions to perfect theindustrial concentration area talent policy: on the one hand to attention for low-endtalents introduction, according to the talent class features introduced correspondingpolicies;On the other hand to improve the effect of incentive policy, increase theimplementation of incentives;Finally, we will improve the mechanism of introducingtalents management policy and pattern, the government leading role into full play.Industrial concentration area more than talent introduction is an involved partycommittee and government departments, the relationship between government andmarket various complicated process, only from the angles and aspects to improve theindustrial concentration area talent introduction policy can play a role of the parties,the lead to force, to promote sustained and healthy development of industrialagglomeration area.
