| Since the 21 st century,population aging has become an important issue that human society needs to face together.According to the data of the seventh national census,China is about to enter a moderately aging society.The working-age population is decreasing and tending to be aging.In addition,the current retirement age is generally low,and the pressure on pension insurance funds is becoming increasingly prominent.In order to evaluate and formulate long-term plans,delayed retirement has been mentioned many times at major domestic conferences,and it is imperative to reform the retirement policy and implement a gradual extension of the retirement age.Japan and South Korea,both East Asian countries,have taken measures to adjust the pension system and delay the retirement age in the process of coping with the aging of the population.Their successful experiences and failed attempts during the reform process have implications for China’s retirement system reform.This study firstly uses the comparative research method to make a vertical comparison of the development process of retirement systems in China,Japan and South Korea,and a horizontal comparison of the pension systems and retirementrelated supporting measures of the three countries.First,before the official implementation of the delayed retirement age,it is necessary to do a good job in the research,planning and evaluation of the delayed retirement policy;Make a choice;third,improve the relevant supporting measures for delayed retirement.From the perspective of the comparison of retirement systems in China,Japan and South Korea,this study uses the S-CAD viewpoint method of policy planning and evaluation to analyze the policy documents related to delayed retirement in China from 2012 to2022 to identify policy leaders and refine policies.elements,build a composite analysis framework,and analyze and evaluate China’s delayed retirement policy plan.The results show that there is a logical consistency among the value positions,policy objectives,policy means and expected results of the policy leaders;however,the policy objectives do not fully reflect the value position,and some policy means are necessary but not sufficient to achieve the policy objectives;It is legal and feasible,but there is still great resistance to the implementation of the delayed retirement policy.Based on the above comparative analysis of retirement systems in China,Japan and South Korea and the evaluation results of policy plans,this study puts forward the promotion strategy of China’s implementation of the delayed retirement age plan in the three stages of preparation,implementation and improvement,in order to provide policy makers and relevant government departments.Provide practical references. |
