| Poverty has always been a global issue,and poverty reduction has always been closely watched by developing countries.As 2020 is the turning point of our new era of poverty alleviation and the assessment of the effectiveness of targeted poverty alleviation in my country,the targeted poverty alleviation of higher vocational education has also made significant progress.It is particularly necessary to study the performance evaluation of targeted poverty alleviation in higher vocational education.The purpose of this research is to understand the current situation and problems of poverty alleviation performance of higher vocational colleges in northern Guangdong by constructing an evaluation model for the performance index of targeted poverty alleviation of higher vocational education in northern Guangdong,and to provide higher vocational education for poverty alleviation to the government,schools and educational administrative departments and other decision-making agencies Opinions and references for optimal allocation of resources.Through the combing of relevant literature data such as the performance evaluation of education poverty alleviation,based on resource allocation theory,performance diagnosis "3E" theory and education income theory,based on the research samples of five higher vocational colleges in northern Guangdong,explored the higher vocational education in northern Guangdong.The level of educational resource allocation,the trend of performance evaluation changes in the three years from 2017 to 2019,and the overall performance evaluation of targeted poverty alleviation in higher vocational education in northern Guangdong.In addition,in order to construct an index system for the performance evaluation of targeted poverty alleviation in higher vocational education in northern Guangdong,this study combines the text of my country’s targeted poverty alleviation policy,interviews with education poverty alleviation workers,and the existing education targeted poverty alleviation performance evaluation index system,through 10 experts In the two rounds of questionnaire consultation,5 first-level indicators,12 second-level indicators,and 31 third-level indicators for the performance evaluation of targeted poverty alleviation in higher vocational education were initially determined.Through reliability analysis,the targeted poverty alleviation performance of higher vocational education was finally constructed.Evaluation model.This study selects five vocational colleges in northern Guangdong as the research sample,and collects the quality of five vocational colleges based on the precision poverty alleviation work of the five vocational colleges in northern Guangdong on the implementation of financial aid,social poverty alleviation,and poverty alleviation policies.The annual report,the statistical bulletin,and the panel data of the "Higher Vocational Education Precision Poverty Alleviation Data Collection Form" of five colleges and universities,processed and analyzed the data through the entropy method,and concluded that: The precision poverty alleviation efforts of various institutions are uneven,the allocation of educational resources is unreasonable,the return of local talents is not high,and the economic benefits of technical services need to be strengthened.In summary,according to the data analysis of expert consultation questionnaire and entropy method,this research proposes optimization strategies for performance improvement from four aspects: first,strengthen the education of the concept of helping poor students;second,strengthen the level of teacher team construction;Third,increase the attractiveness of local talents;fourth,establish a dual-department management and supervision mechanism.Then,the research prospects are carried out in two parts: the role of strengthening the poverty alleviation of higher vocational education to the revitalization and the effective promotion of the connection between poverty alleviation and revitalization of higher vocational education. |
