| Since the founding of the People’s Republic of China,our country’s housing system has undergone many changes,and it has been continuously improved.Since the cancellation of the welfare housing system in 1998,the real estate market has developed rapidly,but at the same time,housing prices have also reached the level for ordinary people.Obviously,it is extremely necessary to carry out the construction of affordable housing,which relieves people’s housing pressure.However,with the acceleration of urbanization,the problems of affordable housing construction in our country are gradually emerging,such as insufficient housing supply,insufficient construction funds,shortage of land supply and imperfect distribution mechanism,etc.In the huge engineering construction system,many problems are caused by factors,which restrict the development of affordable housing and slow down the realization of "home ownership".Therefore,the research on the factors affecting the construction of affordable housing can effectively speed up the pace of housing security in our country and promote the development of housing projects.At the same time,it also has important practical significance for our society to be harmonious and stable,and people to live and work in peace and contentment.This paper regards the construction of affordable housing as a complete system.First,29 factors affecting it were identified from three aspects: literature review,policy analysis,and expert interviews,and were divided into supply-side factors(14)and demand-side factors(15);secondly,social network analysis was used.Methods: From a sociological perspective,each influencing factor is regarded as a node,and the adjacency matrix of the network is jointly determined by the correlation analysis method and the expert scoring method,and a network model of the influencing factors of the national affordable housing construction is constructed.Finally,from the perspective of "policy based on the city",based on the analysis of the influencing factors of the national affordable housing construction,select Beijing as a case city to conduct research,and analyze the relationship between Beijing and the national security for the differences in the key factors of the construction of affordable housing,by revising the results scored by experts,optimizing and reconstructing the network of factors affecting the construction of affordable housing in Beijing,and putting forward opinions and suggestions for promoting the development of affordable housing based on the characteristics of the city,to implement the guiding ideology of "one city,one policy" and provide ideas for the construction of affordable housing in other cities.This paper mainly draws the following conclusions: First,the price of residential land is the most critical factor affecting the construction of affordable housing across the country,and it is very important in the entire network.High land prices will directly affect the enthusiasm of developers to build housing,and then affect the construction progress and scale of affordable housing.It should be increased by rationally converting idle housing resources and changing the use of collective land.The scale of sex housing will weaken the negative impact of high land prices on the construction of affordable housing.Second,the integrity and systematicness of national residential land prices and policies,and the key impact path of commercial housing prices,local governments should give full play to their functions,reduce their reliance on land finance,and formulate affordable housing policies that are beneficial to the masses.To maintain the stability of the housing market;thirdly,for Beijing,the provision of special funds by governments at all levels is the most critical factor,and the demand-side factors such as “family size” and “income level” also play an important role.At the same time as the supply-side reform of Beijing’s affordable housing construction,it is also necessary to consider demand-side factors,and both supply and demand sides should work together;“Investment” and “policy integrity and systemicity” form the key influence path.There are many colleges and universities in Beijing,and the “double reduction” policy is proposed.Parents also attach great importance to the education of young people.Therefore,the improvement of educational resources in the affordable housing area will mean a breakthrough from "quantity" to "quality" of housing projects.So,we should focus on Education supporting construction,optimizing the allocation of resources,and ensuring the basic living needs of residents. |
