Research On The Planning And Control Of The Implementation Phase Of The Xinjiang Cigarette Factory's Relocation Project

At present,the main trend of world economic development is economic globalization.Especially after entering the 1990 s,with the acceleration of economic globalization,China has more and more opportunities to participate in the international market,and the domestic tobacco industry is faced with great opportunities and challenges.In order to cope with the international competition,the national tobacco authorities have begun to integrate the local tobacco producers,and it is urgent to carry out the technological transformation and upgrading of the cigarette enterprises.Xinjiang cigarette factory is the only cigarette enterprise in Xinjiang autonomous region,which plays a key role in the local economic development.Cigarette is a high tax enterprise,through the reconstruction and expansion,to improve the production capacity of cigarette,can quickly increase the local tax revenue,promote the overall economic development,promote xinjiang's political stability.The local government also actively proposed to the national tobacco bureau to carry out the technical transformation of xinjiang cigarette factories.Due to the large investment in the technical transformation of the tobacco industry,it is of great practical significance to study the planning and control of the implementation phase of the technical transformation and relocation project of xinjiang cigarette factories.This paper focuses on the technical transformation and relocation project of xinjiang cigarette factory,in which two research methods,literature research method and case analysis method,are adopted.The quality control,progress control and cost control were controlled before,during and after the project implementation stage,and the goal of "three controls" of the project was realized.The project quality passed the acceptance of the completion smoothly,and the comprehensive office building project was awarded the "quality project of the autonomous region".The whole project is advanced accurately according to plan and put into production smoothly to create benefits;Although the construction costs have increased,they are all within the scope of the indicatorscontrolled by the state.Effective management of the safety and environment of the project site,no major safety accidents occurred during the implementation of the project,and the management achieved the expected results,among which some monomer projects won the "safe and civilized site of the autonomous region".Through the research and analysis of the specific work done in the above implementation phase,the key points and main measures of effective plan control are obtained.There are also some areas that need to be improved during the implementation of the project.In this paper,specific solutions and Suggestions are given,which provide a useful reference for the project management of other technical improvement projects in the tobacco industry in the future.
