Research On Construction Safety Management Of Ethylene Glycol Plant Installation Engineering Of HL Project

This thesis takes the installation project of the glycol device of the HL project as an example to organically integrate the project management theory and safety management practice.From safety construction risk management,HSE construction safety management operation control of the project manager department to the implementation of various specific safety tasks.As well as the implementation effect,the construction safety management is deeply studied.In practice,the experience is summarized and new ideas are explored,which also provides some references for similar refinery and chemical construction projects.Firstly,the general situation of safety management of domestic construction projects and the status of construction safety management in the refining industry are analyzed.Based on the theory of modern safety management of Engineering projects,the construction safety management of HL project ethylene glycol installation project is studied according to the requirements of international project management mode by using the methods of literature research,and investigation and research,etc.Through the analysis of the characteristics,key and difficult points of the project and the main factors(people,machine,material,method and environment)which affect the construction safety management,the thesis analyzes the hazard factors of the main work items in depth.By using the method of job hazard analysis(JHA),the hazard source identification and evaluation in the specific operation activities is identified and evaluated,and the major risk factors are determined and targeted risk control measures are formulated.Set up a high-level management team and a high-quality construction team,and entrust a third-party safety supervisor.The project is provided with safety technical support from a professional perspective by using the international standard safety management methods and procedures.According to the safety management standard the overall safety management system operation of the project is evaluated according to relevant international standards,the evaluation results are analyzed,the discussion and improvement scheme is organized,and the HSE management at all levels of the owner and the project is organized to discuss and improve the scheme.The team makes recommendations.The innovation of safety management concept,mode and method,from all-round,multi angle analysis of the implementation plan.In view of the effective implementation of the construction safety management system,the project safety management organization is established,and the HSE safety control process and construction safety management strategy is formulated.Specific safeguard measures for construction safety management are formulated from seven aspects: establishing standardized safety and civilized construction organization,equipment/material procurement management procedure,construction site standardization,preparing construction scheme of each discipline,establishing construction quality and safety control procedure,adopting advanced construction technology and safety culture construction.The construction safety management safeguard measures are made in safety,quality and efficiency.The point goal has achieved the implementation effect of construction safety management of high standard handover.Finally,combined with the safety management practice of the project,the effective methods for construction safety management of large-scale integrated refining and chemical plant installation project are summarized,stick to target management,improve risk management and control ability,strengthen the standardization of safety management,adopt advanced construction technology and actively promote advanced enterprise culture.Create the concept of safety management,strengthen intrinsic safety,form a good atmosphere in which leaders value safety,managers understand safety and workers want safety,innovate safety management mode,from the perspective of professional safety management,use standard safety management methods and procedures to manage the project,innovate safety management method,make use of diversified safety management methods to make many safety activities.Actively achieve effective implementation of micro-control of hazard sources,and provide a new idea for safety management of construction site of large-scale refining unit installation project.
