Research On The Classification And Treatment Of Municipal Solid Waste In Chaoyang District, Changchun City

With the rapid development of China's economy,the process of urbanization is speeding up,and the quantity of urban household garbage is also growing rapidly.Garbage produced by urban residents in their daily life not only occupies a large number of scarce land resources in the city and surrounding areas,seriously affects the appearance of the city,but also causes serious pollution to the ecological environment on which people live,threatens their physical and mental health,and even seriously affects the healthy development of the economy and society.Promoting the classification and treatment of municipal household garbage is an inevitable choice for urban governance,an inherent requirement for implementing the concept of green development,and an important part of winning the battle against pollution.Since 2017,the Chaoyang district of Changchun city has started to promote the pilot work of urban household garbage classification and treatment,and made some progress in the governance model and governance system,but there are still many problems and deficiencies in the implementation process.This paper focuses on the classification and treatment of municipal solid waste in Chaoyang district,and analyzes the research status and governance practices at home and abroad through literature review,sorting out relevant materials.Combining the reality of Chaoyang district,through questionnaires,individual interviews and other research methods,the Chaoyang district in the status quo of urban living garbage classification management,mode and operation mechanism of full system analysis,the Chaoyang district of Changchun city of urban living garbage classification management of problems and difficulties as well as the reasons behind are analyzed,on the basis of the successful management experience at home and abroad for reference,put forward countermeasures and Suggestions.Studies have shown that the Chaoyang district of Changchun city of urban living garbage classification management work is the main problem that ill-prepared,guide the supervision subject vacancy,enterprise operation ability insufficiency,the residents of the habitual has not yet been established,from the government,enterprises and individuals three main aspects to analyze problems,the main reason is insufficient,the main body responsibility mechanism targeting specific,corporate governance ability needs to improve and the lack of the residents' participation motivation.From the viewpoints of the government,enterprises,individuals,using the public choice theory,public governance theory is put forward to strengthen the government of urban living garbage classification mechanism targeting,straighten out the governance body responsibility,to carry out effective supervision and guidance,to speed up the collector disposal capacity building,improve the service level of corporate governance,strengthen population city living garbage classification management responsibility consciousness and so on several aspects and advice.
