| In recent year.China has increased the investment on the infrastructure construction across the country.which provides great biding opportunities for the enterprises.Suitable bidding strategies for the small-or medium scaled enterprises are very important.considering the fierce competition in the market.Infrastructure enterprises need to fully consider their own conditions;choose the effective bidding strategies for risk management;apply the decision models to counteract risks;and finally provide the suitable quote/bidding.How to reduce the possible economic loss is an important research topic for the infrastructure enterprises.This paper was discussed based on the case study of Project B.First.the index system for the biding risks was built up according the evaluation by experts.This system contained four major indexes(I indexes)and 32 sub-major indexes(II indexes).Second.the decision model for infrastructure enterprises was computed using the index system.based on the combined analysis of analytic hierarchy process and fuzzy synthetic evaluation model.Finally.in order to verify the ideas and methodologies developed in this study.we applied the decision model to analyze the bidding strategy for a specific enterprise to bid Project B in the realistic condition.According to the characteristics of Project B.the knowledge of risk management.and risky conditions proposed by the index system.we developed the point-to-point strategy to counteract risks.This strategy helped to avoid false behaviors of the infrastructure enterprise during the bidding process.Therefore.this work is meaningful for infrastructure enterprises during the bidding process as well as the subsequent construction process. |
