Engineering-Procurement-Construction(EPC)is an internationally accepted construction project organization and implementation mode.Which realizes the deep integration of design,procurement,construction and other stages,and is of great significance to improve the construction management level of construction projects.The aviation base construction project has the characteristics of large investment,complex building functions and long construction cycle.As the project promoter and user,the owner faces diversified risks and high uncertainty.Therefore,the owner’s risk perception and management ability of EPC Construction mode can directly determine the success of the project.This paper systematically expounds the connotation and composition of EPC project risk management,studies the characteristics of EPC project risk management from the aspects of risk planning,risk identification,risk evaluation and risk response.Then it puts forward specific countermeasures and suggestions combined with the practice of EPC project in GY aviation base.Firstly,project risk management is an important guarantee for the realization of quality,schedule and cost management objectives.The risk management of EPC project shall take the design,procurement and construction stages as the starting point,and implement all aspects of risk control in the management process.Secondly,the risks in the investment decision-making stage of the EPC project of GY aviation base include policy risk,financial risk,organizational risk and social risk.The risks in the design bidding stage include design technology risk,contract legal risk and bidding procurement risk.The risks in the project construction stage include construction period risk,quality risk,safety risk and cost risk,Risks in the completion acceptance stage include operation and commissioning risks,completion handover risks,maintenance risks,etc.Finally,based on the AHP evaluation method,the EPC project of GY aviation base is quantitatively analyzed.It is found that the risk weight is 0.42 in the investment decision-making stage,the risk weight is 0.12 in the design bidding stage,the risk weight is 0.29 in the project construction stage,and the risk weight is 0.17 in the completion acceptance stage.In short,the risk management and control of the EPC project of GY aviation base is a systematic project.It is necessary not only to do a good job in risk planning,risk identification,evaluation and formulating specific risk response strategies,but also to achieve the best benefit of risk management and control through the overall implementation of system control of the project.EPC is the important contracting mode for public and large-scale complex projects,which enriches the theory and practice of construction project management.Therefore,exploring EPC project risk management from the perspective of the owner has important theoretical and practical significance.
