since the 90's of 20th century, cultural industries have become global, one of the fastest growing industries,and occupies a very important position in the developed economy. Today the world's cultural and economic, political mutual mingled ,and the position and role of more and more prominent in the competition of overall national strength. Vigorously develop the cultural industry has been referred to the strategic choice of the commanding heights in countries compete for the development of the new century.In China, cultural industries is still in its growth stage, especially at the national areas, economic level is relatively backward, and the development of cultural industries are very low. In contradiction , the fact is that the culture of national area is rich in resources and focus. The development of culture and minority-ethnic areas'economic growth are closely related. At the same time, minority-ethnic areas should ensure the environmental protection and green economy under the premise of rapid growth, so that development of ethnic areas in the cultural industry has become a great magic of the national economic growth in the region and has the optimistical prospects.Therefore, compared with non-minoritical ethnic areas such as Guangdong, Zhejiang , minoritical ethnic areas have the low level of economic development and low absolute value, cultural industries started late , the development was slow, and there is no scale in this industry. Compared with the the ownership structure formation of the private economy mainly in well-developed provinces, there lacks of access of a wide range of ownership structures in national cultural industries, and there is no stable pattern. In addition, a major flaw in minority-ethnic areas'cultural industries is the lack of its own brand. No brand can generate,so the areas can not realize his own income-generating by his advantage.Under the premise of major brands'absence, competition in the international market is nonsense, so the national import and export of cultural products is less.That is to say, if minority ethnic areas want to become big and strong in the cultural industries, it is necessary to speed up the pace, looking for advantages of the path, eliminated all kinds of resistance and studying the experience of developed provinces, so that they can closing the gap quickly.On the national region, because of the low level of economic development, remote place,incomplete market development,lack of security in policy formulation and implementation--its scientific and rationality are also questionable, and low quality of people, the development of cultural industries in minority ethnic areas seem difficult. However, minority ethnic areas should to overcome the difficulties, encourage and guide the cultural industries in right way, recognize the emphasis on talent,technology and the role of brands, formulate scientific,rational and enforceable policies to promote the development of cultural industries,improve traffic conditions, change the occlusion status of minority ethnic areas, step up publicity efforts to enhance the cultural quality and the overall quality of the residents, pay attention to scale effects,and make every effort to reduce the negative effects of cultural industries at the same time,in order to promote national cultural industries developing healthy and rapid.In this paper, a large number of cases are used in the form of data and cases follows each part of the theoretical analysis,so that we can use the form of empirical to support the theoretical analysis. This paper based on the theory of comparative advantage to analyze minority-ethnic areas'cultural industries, compareing its Status quo to developed regions of the industry in order to analyze developing prospects for the cultural industries and the developing ways can draw on. This is the difference of this article the studies before in the way of analysis,in order to pay more attention to degrees of theoretical research and practical combination, so that analysis looks more meaningful.In this paper, the first chapter introduces reasons and significance of the topics'choose, as well as the research results before by the predecessors. The second chapter is devoted to the connotation of the culture industry. The third chapter is the main part of the article, analyzing the economic effects of cultural industries,summarying the effects of cultural industries to economic growth in the form of contrast. Chapter IV analyzes various factors who impacts the development of cultural industries, including economic development factors, market cultivation factors, location of traffic factors, policy factors, psychological and concepts factors and so on.Policy factors has been as the focus of analysis. Chapter V gives an analysis of response in cultural industries development, finding out some specific and practical solutions based on chapter IV. The last two chapters make extensive use of examples to try to make the factors'analysis more persuasive.
