Research On The Role And Function Of The Government In The Reconstruction Of The "three Olds" In Foshan City

Since the reform and opening,Guangdong's social and economic development has developed rapidly and its comprehensive strength has rapidly increased.At the same time of rapid economic development,land resources have also been consumed in large quantities.The extensive use of land in the past has been difficult to continue,and the contradiction between supply and demand of land resources has followed,seriously restricting the development of Guangdong Province.Based on the situation of land resources in Guangdong Province,vigorously promoting the conservation of intensive land and revitalizing the stock of land has become a major problem that Guangdong Province must solve to ensure sustainable economic and social development.The Provincial Party Committee and the Provincial Government of Guangdong Province actively applied to the Ministry of Land and Resources for cooperation to build a demonstration province for conservation and intensive land use,and obtained strong support from the Ministry of Land and Resources.Among them,the “three old”(Urban redevelopment)transformation policy exclusive to Guangdong was obtained.The “three old” transformation is a special special policy belonging to Guangdong Province.At present,the theoretical research on the “three old” transformation has gradually matured.However,there are few special studies on the government functions in the “three old” transformation.Whether the “three old” transformation work in Foshan City can be successful,and whether the government's functional positioning is correct during the transformation process has a major impact on it.This paper attempts to study the “three old” transformation of Foshan from the perspective of the role of the government.Through the analysis of the "three old" transformation under the government-led and cooperation mode,the transformation of the Foshan Ancestral Temple Donghuali area,the transformation of Foshan Stone Village,and the renovation of the central area of Guangfo International Trade City were selected as examples to discover the process of the three old renovations.The various problems of therole of the government government,and summed up the experience and lessons of the role of the government in the role of the leader and the collaborator,and explored some of the shortcomings of the Foshan Municipal Government in the practice of the three old reforms,and further clarified Based on the analysis and research,this paper puts forward some suggestions for improving the role and function of government government in Foshan City.How should the Foshan Municipal Government play the role of the government in the "three old" transformation,how the role of the government needs to change,and how to achieve these changes.This paper attempts to study and sort out this,and the Foshan Municipal Government will implement the "three old" policy in the future.Support by playing the right role to improve the efficiency of the transformation.
