The Third Sector In China's Transformation Of Government Functions In The Role And Function

As the establishment and the development of a socialist market economy, transforming government function in a proper procedure is the key issue to be succeeded in the process of improving China's public management system. Currently, the third sector has built a solid foundation in China.In this case, it is crucial and essential to scientifically and rationally determine the role of third sector in the transformation of government functions, which could induce potential impact on economic growth, government efficiency improvement and public management enhancement in China. In this paper, I will introduce the historical process of the transformation of government functions based on China's example and provide a simple review of the present status of government function transforming. Meanwhile, there will be some theoretical analysis in the functions of the third sector. Last, I will investigate how important is the third sector as performing in the transformation of government functions in China.The methodologies applied in this article are historical analysis, value analysis, comparative analysis and empirical analysis. Also, the theoretical concepts and academic publication in the area of public administration, economics, sociology and other disciplines are used in this study to carry out a more systematic and in-depth discussion in analyzing the characteristics of third sector in the transformation of government functions. According to the results of this study, it is believed that although the development of Chinese third sector is still in its primary stage, the third sector can be the transferring vehicle in the transformation of government functions and supervise the authority of government; at the same time, it provides public services and encourage the public to participate in social activities. The innovation in this article is to clarify the importance of the third sector in the transformation of government functions, and provide some fundamental theories for the third sector in assisting the transformation of government functions.
