The monitoring system of Ming Dynasty reaches the highest point in Chinesefeudal society, so does the financial supervision system. After unifying China,ZhuYuanzhang strengthens the centralization. In AD1380, he bans the prime minister,divides it into six parts, and then improves the status of the six parts through therebellion of Hu WeiYong. And eventually he grabs all the power. In order to maintainhis rule, as well as, he strengthens the financial supervision system. He sets up DouCha Yuan in the central which can supervise the officials and lead the supervisors.Besides, he establishes an independent financial monitoring system. Meanwhile, theMinistry of Revenue in feudal China also has some financial monitoring functions. Atthe local, he sets up An Cha Shi Si. Therefore, it forms an integrated financialsupervisory systemBesides the designed system, Ming Dynasty also attaches great attentions toimprove the monitoring of legislation and develops a lot of relevant laws. Such as ZhuSi Zhi Zhang, Xian Gang Tiao Li, Chu Xun Shi Yi and so on. The most important ofthem are Xian Gang and Da Ming law. They provide the legal basis and guarantee forthe financial monitoring system.However, one of the common features of the feudal society is centralization, sodoes the Ming Dynasty. The effectiveness of financial supervision is largely dependson the individual ruler. In the middle of Ming Dynasty, the rulers attach greatimportance to the financial supervision and achieve great results. However, thefinancial supervision system changes a lot in the late Ming Dynasty because theemperor deserts corridors and the eunuch grabs the power. At the same time, thefinancial monitoring system exists in name only because the lack of officials. Thereare a lot of corruptions when the officials expand the power of and collude with otherlocal officials. After that, the effect of the financial monitoring system is becomingworse.
