Research On The Information Island Problem Under The Background Of "Internet + Government Affairs"

Chinese E-government has experienced more than 20 years of exploratory development.Many E-government systems are unable to communicate with each other and have gradually formed information islands.And the departments of functional government organizational structure established in accordance with the division of functions,gradually formed their own relatively solidified,closed operating mechanisms on their respective administrative lines,coupled with the lack of effective participation of the general public in supervision and formed an Information islands in the environment.It can be said that the information island problem has become the mainly problem in the improvement of government administrative efficiency and public satisfaction in the context of Internet Plus Government.The thesis follows the idea of ‘relevant theory-research object-problem cause-solution suggestion’,and uses literature research method,case analysis method and interview method to discuss the information island problem.First of all,it sorted out the specific research background of information island issues including Internet Plus Government and Running only once reform.Secondly,exemplified the typical information island issues in the three aspects of information,organization and society in the reform of Q city Running only once.Thirdly,using related theories such as seamless government and organizational structure,the five causes of technology,security,personnel,organization,and the public that caused the information island problem were analyzed.At last,giving five specific recommendations for specific reasons,and express the author’s expectations of solving Information island problem.
