Prosperous rural, a properous world. China’s rural development depends on governance, governance status quo and capacity of China’s rural basic level organizations is very noteworthy. Village-level organizational governance capacity strength is directly related to rural reform, development and stability, and effectively enhancing the governance capacity of village-level organizations gives full play to the role of village-level organizations. It’s also an inevitable requirement for the smooth conduct to promote the building of a new socialist countryside. Therefore, the study of this issue has important theoretical and practical significance.This paper takes an approach of raising questions, analyzing problems, solving problems, references. J-Village located in the southwest of Jiangxi. After analyzing the J-village case, based on the national rural development strategy as well as village-level organizations construction practice, this paper tries to demonstrate the current status of village-level organization after tax reform, the reason of governance predicament, as well as how to further enhance the governance of village-level organizations. This paper is structurally divided into six chapters. Chapter1is an introduction; chapter2is an overview for related theories; chapter3is an analysis of the current status of village-level organizations governance; Chapter4is an analysis of the causes of village-level organizational governance predicament, Chapter5demonstrates methods for enhancing village-level organizations governance capacity; Chapter6shows conclusion and outlook.This paper studied the current predicament even absence of governance of village-level organizations; To solve the above problems, the paper proposes plans to enhance the governance capability of village-level organizations, ways to broaden the supply of public goods, abilities of village leaders, and to reshape the authority of the village-level organizations to further enhance the governance capacity, in order to achieve a new leap of the new rural construction. |
