Q City Business Environment Optimization Research

A good business environment is the first move of a region's development and progress,an important manifestation of a region's core competitiveness,and an inherent requirement and important guarantee for achieving high-quality economic development.The trend of economic integration in the world today is gradually strengthening.Since the release of the World Bank's “Business Environment Report”in2003,the optimization of the business environment has gradually attracted the attention of governments and scholars around the world.Since entering the new era,China's economy has shifted from a stage of rapid growth to a stage of high-quality development.The business environment has become increasingly important to stimulate market vitality and achieve healthy and sustainable economic development.Therefore,creating a stable,fair,transparent,and predictable business environment is an important measure taken by governments at all levels to optimize the business environment.Business environment refers to the sum of external factors and conditions that affect corporate activities.It covers basic elements such as government environment,market environment,legal environment,and humanistic environment.These elements directly affect enterprise access,production and operation,and foreign cooperation.This article uses basic theories such as new public management and service-oriented government,draws on the unified evaluation index system and related data of Shandong Province's business environment,and uses multiple empirical research methods such as questionnaires and field interviews to conduct an overall survey of the business environment of Q City.Grasp and system analysis.Through analysis,the author explores the institutional and mechanism factors that restrict the optimization of Q City's business environment from the macro,and micro levels,including “poor government services”,“increased constraints on land,talent,industry and other factors”,“hardware facilities and management”.Issues such as imperfect system,unclear regional policy guidance,and unstable market environment.In view of this,we should start from optimizing the approval system,factor protection,market environment and other aspects,make great efforts to reform the government system,vigorously strengthen the construction of the business environment optimization system,strengthen the institutionalization of approval services,and improve the ability to guarantee production factors Enhance the effectiveness of the preferential enterprise policy,create a good market environment,and improve the business environment of Q City in an all-round way.In addition,this article also focuses on exploring the importance of Q City's cultural industry advantages,new service centers for the people and other software and hardware conditions for the optimization of Q City's business environment.In short,the key to optimizing the business environment is to transform government functions.It is necessary to properly handle the relationship between the government and the market and optimize the allocation of resource elements to meet the multi-level and diversified needs of enterprise production and operation,foreign cooperation and exchange,property security,and social responsibility fulfillment,so as to stimulate the endogenous motivation of market entities and promote the overall economic development.
