With the diversified development of China's economy,industrial cluster,as a characteristic organization form of modern economic development,has been paid more and more attention by local governments.On the one hand,clusters are formed spontaneously by small and medium-sized enterprises with similar geographical locations,which play an important role in enhancing the comprehensive strength and competitiveness of regional economy and developing local private economy;on the other hand,due to the limitations of market resource allocation,government departments need to actively "supplement" and take effective actions to guide and support the development of industrial clusters.In recent years,the central,provincial and municipal governments have continuously launched a series of policies and measures to support the development of small and micro enterprises.Industrial clustering is of great significance for small and micro enterprises to gain competitive advantages in a certain space.Local governments should seize the policy opportunities to develop and strengthen small and medium-sized enterprises and enhance the competitiveness of industrial clusters.The report of the 19 th National Congress of the Communist Party of China pointed out that it is necessary to give better play to the decisive role of the market in the allocation of resources,further improve the administrative efficiency and create a good business environment.In such a policy environment,the local government to promote the development of industrial clusters has been given a new connotation of the times.Based on the theory of government function and governance,this paper expounds the functions of local governments in promoting the development of industrial clusters,and points out that the government should strengthen strategic planning,provide public products,formulate public policies and guide innovation and entrepreneurship in the development of industrial clusters.Taking the local government of Y District in J City as the research object,through field investigation,questionnaire,telephone interview and other forms,this paper analyzes the cases of food industry cluster in Y District,and interprets the measures taken by Y District in promoting the development of food industry cluster,as well as the effect of the establishment of industrial cluster.In the process of promoting the development of industrial clusters,the government of Y district has some problems in promoting the development of industrial clusters,such as inadequate overall planning and guidance,imperfect food industry policy system,low efficiency of multi department management,incomplete multi participation mechanism,imperfect system and mechanism of government management,lack of further governance concept and inaccurate positioning of government functions.It is proposed that the local government should change the concept,strengthen the top-level design,improve the policy system,strengthen the support and guidance,correctly perform the government functions,enhance the public service of cluster development,guide multiple subjects to participate in the cluster construction,and improve the system and mechanism to promote co construction and sharing.Local governments should actively guide the development of industrial clusters in order to form scale benefits.They must adhere to the concept of governance,promote multi-party participation,improve the system and mechanism,optimize the service capacity,improve the policy system and strengthen support and guidance.Through the continuous improvement and upgrading of the local government,we can promote the cluster to become bigger and stronger,drive the local employment and entrepreneurship,and realize the leap forward development of the economy.
