If education is prosperous,talents will flourish,while if education is strong,the country will be strong.With the party and the state attaching great importance to private higher education,in recent years,private higher education in China has taken the wind and become a new force in the development of higher education.With the continuous upgrading of the scale of higher education,many private colleges and universities have begun to turn to the pursuit of high-quality,high-level and high-level modern development mode.Teachers are the primary productive force of the school's connotation and high-quality development,the foundation of personnel training in private colleges and universities,and an important driving force to ensure the quality of personnel training in colleges and universities.For the development of colleges and universities,it is crucial to retain high-quality and high-level outstanding teachers.On November 7,2016,the Decision on Amending the Law of the People's Republic of China on the Promotion of Private Education was reviewed and revised at the twenty-fourth meeting of the Standing Committee of the 12 th National People's Congress;In December of the same year,the State Council and the Ministry of Education successively issued three supporting documents: "Several Opinions of the State Council on Encouraging Social Forces to Establish Education to Promote the Healthy Development of Private Education","Detailed Rules for the Registration of Classified Management of Private Schools" and "Detailed Rules for the Supervision and Management of For-Profit Private Schools",which emphasized that private teachers and public teachers enjoy the same legal status in different degrees,and put the protection of the rights and interests that private teachers should enjoy in an important position.Xi Jinping pointed out in the report of the19 th National Congress: "Give priority to the development of education.Support and encourage social forces to set up education and train high-quality teachers." The Outline of the National Medium-and Long-Term Education Reform and Development Plan(2010-2020)also proposes that the social insurance mechanism for teachers in private colleges should be established and improved,the equal status of teachers in private schools and public schools should be implemented in law,and the legitimate rights and interests of teachers in private colleges should be guaranteed.However,in recent years,it is not uncommon for teachers' rights and interests in private colleges and universities to be lacking in protection or damaged.China Private Education Development Report 2015 pointed out that the protection of teachers' rights and interests in private colleges and universities has become the most prominent problem.How to maintain the healthy development of private higher education and ensure that the rights and interests of teachers in private colleges are not affected is of great significance to the implementation of national education policies and help private colleges retain high-level teachers.Based on this,this study will take S universities approved by the Ministry of Education as undergraduate vocational colleges in 2018 as the research object,sort out the implementation of teachers' rights and interests protection policies,take Smith's policy implementation model theory as the framework,and focus on four variables,such as policies and regulations,implementing agencies,target groups and policy environment,from the aspects of national policy content,local government policy implementation level,social environment impact,private universities and teachers in private universities,etc.Find out the gaps and problems between the implementation of policies and the national policy objectives,analyze and study the outstanding problems and their causes in the implementation of the policy of safeguarding teachers' rights and interests in private universities from the perspectives of national laws and regulations,local governments,social environment,private universities and teachers in private universities,explore ways to solve the problems,and put forward feasible suggestions for improving the quality and effect of government policy implementation based on the actual work of private universities.First,optimize the top-level design of the system,improve the policy content,build and improve the protection mechanism for teachers' rights and interests in private colleges,rationalize the relationship between powers and responsibilities of government departments,promote classified support,and increase support;The second is to strengthen the management of policy implementation process.Improve the supervision and management mechanism of policy implementation,strengthen the professional level of policy implementation staff,improve policy work methods,and enhance the policy implementation level of executive departments;The third is to strengthen the subjective consciousness of teachers in private colleges and universities,enhance their sense of identity and satisfaction with policies,and exert efforts to promote the improvement of governance in private colleges and universities;The fourth is to optimize the social environment,and promote the creation of a fair social environment for education through the joint efforts of local schools,economic development and social assistance.These suggestions will promote the perfection and landing of the protection system of teachers' rights and interests in private colleges and universities,and provide theoretical reference for the reform and development of private education.
