Industrial Park Service Government

At present, China has entered industrial transformation, the stage of accelerated urbanization, and industrial parks as an important component of urban development and the main body of economic development, is to enhance economic development and the key to industrialization and urbanization. If the industrial parks wants to win in the severe competition of national and international capital capture, which necessary to increase efforts in building service-oriented government, building code of conduct, fair and transparent, diligent and efficient, clean and honest government environment, in order that it can attract more vitality capital into the economic development, and promote the development of economic, social, demographic, resources, environment,ecology more coordinated and continuously.In this thesis, it use the public management theories (public choice, new public management, new public service theories)as the analyzing tool to search for the existing problem,it studies the construction of Kunming Guandu as a case of industrial parks. The paper includes four chapters. The first charter discussed the background and the meaning of the title. Then it introduced the basic methods and ideas. The final notes, it shows the possible innovations and shortcomings of the paper. The second chart is an overview of the literature. First, it made a necessary explanations on the thoughts and frame of the article. The second section briefly describes the concept of industrial parks, including its development background and its characteristics. In the third charter,look back the experiments of Kunming Guandu industrial park in building service-oriented government, the practice of optimizing the investment environment, and introduces the way and the experiences of other industrial parks in China in building service-oriented government. Then analyzes the difficulties and problem during the construction of service-oriented government in Industrial Park. The final charter:puts forward the suggestion on constructing the service-oriented government, according to the theories of new public service, drawing on the successful experience of service-oriented government, facing the difficulties and problems that the government for construction of in Kunming Guandu industrial park in building service-oriented government.
