D. Research On "voluntary Failure" In The Development Of Group Standards By Industry Associations

In 2018,with the formal implementation of the newly revised "Standardization Law of the People's Republic of China",the group standards gained legal status,changing the situation that standardization work dominated by the government.In this context,industry associations and other social groups can coordinate relevant market entities to jointly formulate group standards that meet market and innovation needs.After the legalization of group standards,the market vitality was quickly stimulated.Some local industry associations began to participate in the formulation of group standards,and achieved positive results.This paper takes the group standard of " Rating Standard for User of Steel Electronic Commerce Platform " formulated by Shanghai D Industry Association as an example.Based on the theory of "voluntary failure",this paper reveals the problems of "lack of charity","paternalistic style","amateur nature of organization","limitation of organization object" and "administrative thinking of organization".Specific manifestations: limited resources for the development of group standards,difficulty in clarifying the management and executive functions of associations,insufficient professionalism in standard setting,inability of standard setting organizations to form effective collaboration,and standard setting work that cannot match market needs.Then,this paper analyzes the causes of "voluntary failure" from the perspective of Industry Association's own development,standard setting mode selection and government intervention,and puts forward the countermeasures for the "voluntary failure" of D Industry Association to formulate group standards.In addition,this paper attempts to further extend the group standard formulation of D Industry Association and think about the general situation of group standard formulation of local industry association.Based on the data of national group standard information platform,this paper grasps the current situation of group standard formulation of local industry association,thus extends the applicability of the solution countermeasures of "voluntary failure" of group standard,and puts forward the optimization thinking of general local industry association in formulating group standard.
