Starting from the study on the performance appraisal system of the trade union system in H city,this article systematically reflects the assessment form of target responsibility system commonly used in Chinese public sector at present,and puts forward new ideas for improvement based on the improvement of H city's trade union system performance appraisal system.First,this article provides a systematic and comprehensive description of the performance appraisal system of the H city's trade union system,and sorts out the problems in the setting of performance indicators,the implementation of performance evaluation,and the use of performance appraisal results.Then,the reasons for the above-mentioned problems related to the work conditions of trade union system,the characteristics of the target responsibility system assessment system and other aspects were explored and studied.And it was concluded that although the limited working conditions of the trade union system in H city restrict the role of the target responsibility assessment mechanism,the target responsibility the incompatibility between the system assessment and the actual management of the public sector in our country is the deep-seated reason why the above-mentioned problems cannot be solved fundamentally.On this basis,this article reflects the demands and possibilities of the performance appraisal of the trade union system,proposes the basic objects and principles of the reform of the performance appraisal system in H city,and based on this guidance and norms,a new performance appraisal system has been designed.Described in this article the improvement program for the performance appraisal system of the H city's trade union system described in this article starts from re-examining the logical basis of performance appraisal,pulling the performance appraisal back to the event and task,and taking the minimum task circuit as the basic unit and starting point of the new performance appraisal system,and put forward the concept of index collection,creatively quoted new concepts and index classification methods such as primary indicators,secondary indicators,derived indicators and so on,build up a more objective,fair,comprehensive and open index system,realize the self-similarity of the performance appraisal structure at the three levels of organization,department and individual,and realize the inertia and systematicness of the performance appraisal system.In order to evaluate the ranking and grade of the assessment results more objectively,the performance system improvement plan in this article also adopts the analytic hierarchy process(AHP)weighting and set pair identity analysis method to sort,making the improvement plan more scientific,rigorous and complete.
