This thesis, chiefly, probed both the theory and methods of performance evaluation in public administration. Performance evaluation in public administration is a world hard nut to crack. At present performance evaluation in public administration in our country has already no longer met the market economy, in addition, the development of the theory of new public management made performance evaluation in public administration face more challenge in our country. The benchmarking is a new management tool which origins in the 1970s' and was popular in the enterprise. It is one kind of management process which faces practice and screens and introduces the best practice. Through implementation of benchmarking, the organization can know themselves clearly and pick abundantly the other people's merit to use. Introducing the benchmarking into performance evaluation in public administration has become one of the important tendencies in the reform of the western government achievements management. This text elaborates how to introduce the benchmarking into the performance evaluation in public section from the angle of the benchmarking and the performance evaluation in public section. This article proves benchmarking's important status in the evaluation of public section performance in the achievements target and standard which the benchmarking works.
