In2009, the CPC Central Committee and the State Council proposed the goal to achieve the equalization of basic public health services for the first time, which began the prelude of a series of practical and effective reform nationwide. As China’s most economically developed city, Shanghai is also the bellwether of China in health service field and Pudong New Area is in the lead in Shanghai as far as health service field. With the merger of the original Nanhui District and Pudong New Area in2009, Pudong’s land area and population size increased even further. Under this new situation, Pudong New Area’s basic public health service level changed. Whether we can achieve the goal to equalize basic public health services? Should the existing resources and services be adjusted? If there is still room for improvement and how to improve it? The questions mentioned above are the key factors that this dissertation focuses on.To answer these questions, this dissertation first started from the literature review and theoretical research to clarify the concept and meaning of "equalization of basic public health services". Then according to the actual condition of Pudong New Area, this dissertation divided basic public health services into two parts, which was allocation of resources and content of service. Those two concepts were further quantified into certain indicators, which were analyzed by using the data from town street community Health Service Center of Pudong New Area within three years. This dissertation judged the level of equality to access the basic public health services in Pudong New Area by first considering Gene coefficient and Tell index as the main indicators, then integrating the indicators into a composite evaluation index. On this basis, this dissertation established a model to identify the influence that the population and land area have on the level of Pudong basic public health service output. Finally, some policy suggestions were put forward.
