Research On Tianjin Community Governance Model

With the advancement of the urbanization process in China, the degree of market economy and political democratization institutional system are constantly deepening.Community as the basic unit of social composition bridges the relations between the citizens and society. Therefore, a full range of community governance state has an extremely important influence on building the whole harmonious society. This article focuses on one case study- Tianjin city, which may play a positive role in the future Innovative Management of other cities in community governance patterns based on Tianjin community governance model and ultimately achieve the corresponding research output.In this paper, the first part is to clarify the background and significance of the research.It primarily introduces the overview and evaluation of the community governance model conducted by foreign scholars and Chinese scholars and properly employs literature analysis, field research and other research methods to study Tianjin community governance.The current discovery and main concern are how to coordinate the relationship between the various governance body within the community in terms of the governance of the community. In this part, it starts from the outside community and puts forward social and public safety that have made a great impact on community governance, therefore to build a prevention system, patrol system and prevention system by providing a good secure social environment for community governance. The second part mainly presents the definition of the community, community governance and community governance model and points out the theoretical basis of this paper from the new public management theory, theory of civil society as well as multi-center governance theory. The third part demonstrates some efficiencies in community governance model in Tianjin by analyzing the current situation of its community governance model, however there are some certain problems such as the excessive government’s dominance, older residents participation on community governance,community policies, imperfect community management system and governance "fragmentation". In the fourth part, it analyses the community governance model in developed countries as well as the city’s interpretation of domestic several typical urban community governance models in order to identify the community governance experience in Tianjin. In the final part, it draws on experience on community governance at home and abroad, further to establish an improved policy governance model in Tianjin community. In addition, it is necessary to improve community management functions of the government,to promote public participation in community governance, to strengthen the construction of the social security system and the multi-governance so as to expand the scope of community governance body.With the innovative development of civil society and social management system,Tianjin community governance model will be further revolutionized. The future of new community governance system is the first multi-Rights Centre, secondly, all the governance body can perform their own duties based on the spirit of cooperation and contracts to achieve the aim of mutual complement, support and supervision.
