Research On The Participation Of Social Organizations In Rural Community Governance In Shanghai

General Secretary Xi Jinping pointed out in the report of the 19 th National Congress of the Communist Party of China that we must always take solving the "three rural" issues as the top priority of the whole party’s work and implement the rural revitalization strategy.The driving force for promoting rural revitalization lies in rural communities.The issue of rural community governance is not only an important connotation of rural revitalization,but also an important topic for promoting the modernization of the national governance system and governance capacity.Shanghai,as a metropolis with modern governance,has always been at the leading level in the exploration of social governance,and rural communities,as the last link of the governance system,demonstrate precise urban governance and a strong governance system,reflecting the city’s real level of community governance.As far as the current situation is concerned,the main body of rural community governance is the village committee,but with the continuous strengthening of the grass-roots administrative system,the grass-roots government has strengthened the management functions of the two village committees,the administrative trend of the village committee has become increasingly obvious,and the ability of self-government has been continuously weakened,and the system of villager self-governance is gradually drifting away,and with the development of the new era,management functions obviously cannot meet the needs of governance.Governance,especially grass-roots governance,increasingly requires service-oriented functions,while rural communities is often lacking.Social organizations play an increasingly prominent role in promoting rural revitalization and building a grass-roots community governance system.However,unlike urban social organizations,social organizations in rural communities show problems such as small number,slow development,little practical experience,and insufficient development prospects.Therefore,how to better play the role of social organizations in rural governance has become an urgent need.Based on the above background,this paper starts from the rural community,takes the specific administrative village H village as the research object,and studies the current status of social organizations participating in the governance of the rural community,including the development status of social organizations in the village,through case analysis,in-depth interviews and other methods,the depth and breadth of participation in the project,and explore the operation mechanism and management norms of social organizations in rural communities.It is hoped that starting from the village,the starting point of rural community governance,to discover the problems existing in the process of social organizations participating in community governance,to analyze the causes,to reflect the current situation of the city’s rural community governance capabilities,and to explore the improvement of social organizations.Suggestions for participating in rural community governance,discuss how community social organizations can better play a role and serve rural communities,provide practical ideas and methods for Shanghai rural community governance,and provide some reference guidance for improving social organizations’ participation in rural community governance.Research on the construction of social organizations is in line with the needs of the times,in line with social development,and in line with the trend of development.Through research,it is found that social organizations have certain deficiencies and defects in the process of participating in the governance and construction of rural communities.The reasons for these deficiencies and deficiencies are the problems existing in the social organizations themselves,as well as laws,systems,politics,administration,culture,etc.For various reasons,it also limits its role in rural community governance to a certain extent.How to fill those “defects and deficiencies” through the improvement of policies,administration,and social organizations themselves,so that the government can better realize the transformation of functions,let social organizations thrive on the soil of rural communities,and benefit more residents of rural communities,this is also the original intention of the author’s research.I hope that through research,social organizations can participate in rural community governance.As an entry point,it provides a research perspective for the modernization of social governance in Shanghai.
