Arrive from the door of the house to the school gate,go into office door directly after graduation;it is the common feature of cadre of many offices in the past,sum up may be said "3 door cadre".This group usually enters various organs and units at all levels through recruitment and examination,with excellent quality and potential.However,they lack grassroots experience and are far away from the grassroots people.Lack of in-depth analysis and understanding of the reality of today's grassroots society in China is their shortcoming.The selection of grass-roots civil servants can complement this shortcoming.In theory,grass-roots civil servants,as long as they meet the requirements of the selected posts,can be selected at cross-government levels,cross-working departments(systems)and cross-regions through competitive examinations,and then serve in the selection organs.For countries,exploring for the selection of civil servants at the grass-roots level chain of the cultivation of the core goal is to improve the civil service selection,broaden the sources of the organs at higher levels cadres,adjust the structure of civil servants in their own quality,further open after a line of practice of civil servants at the grass-roots level to the higher authorities for the uplink channel,by driving optimized cadres by optimizing their teams.In practical sense,this is conducive to the implementation of the Party's policy of appointing and selecting talents on their merits,and to meet the political requirements of "giving priority to structure and giving consideration to quality".The first part of the paper investigates the research status at home and abroad,using literature research method,historical analysis method,empirical research method,comparative research method and other research methods to explore the research background,development process and significance of civil servant selection.The second part studies the relevant concepts of the legal issues of selecting grass-roots civil servants;It analyzes the relationship between the selection of grass-roots civil servants and other talent selection methods,and probes into the legal status of the legal system of the selection of grass-roots civil servants.Through the rule of law theory,power,rights and obligations,the selection of grass-roots civil servants themselves from the perspective of legal analysis to explore the selection of grass-roots civil servants legal system of the theoretical basis of law.Thus,the legal system of selecting grass-roots civil servants is summarized.Third part for selecting the status quo and problems of legal system of civil servants at the grass-roots level,refer to the provisions of laws and other regulatory documents,the provisions of normative documents,positioning the legislative status quo,try to find the current problems are as follows: the selection of the legal system of civil servants at the grass-roots level legal theory research is weak,legislation,law enforcement,and interface with other policies and laws.The fourth part studies the ways to perfect the legal problems of selecting grass-roots civil servants in our country,including: promoting the combination of administrative organization law,promoting the combination of legal theory of special rights relationship,promoting the combination of legal responsibility theory,and striving to achieve the organic combination of the legal system of selecting grass-roots civil servants with legal theories and theories;It is important to gradually improve the laws,regulations and rules on the selection of grass-roots civil servants.It is suggested that the Law on the Selection of Grassroots Civil Servants be formulated to further refine the legal provisions on the selection of grass-roots civil servants and improve the laws and rules on the selection of grass-roots civil servants.In the aspect of strengthening the law implementation,we should refine and study the legal implementation mechanism of selecting the legal system of grass-roots civil servants to ensure the construction of grass-roots civil servants.At the same time,we should innovate the post qualification setting and strengthen the examination and supervision after the selection of civil servants.Strengthen the connection with other civil servants' communication methods,strengthen the connection with civil servants' complaints,and strengthen the connection with the criminal legal system,so as to achieve the purpose of enhancing the smooth connection between the legal system for selecting grass-roots civil servants and other policies and laws.Finally,in order to improve the level of schematizations and rule of law of cadre work,promote outstanding talents to come to the fore,strive to make contributions to the selection of grass-roots civil servants by combining theory and practice of law and law on the system track,and help the construction of the legal system for the selection of grass-roots civil servants.
