Research On The Operation And Optimization Of Zunyi's "time Bank" Mutual Aid Pension Model

Aging population is a major problem facing China's economic and social development.With the silver wave coming,social pension resources are in short supply.Under the strategic influence of active aging,various places have begun to explore new pension models,in order to provide a new way to solve the pension problem.In recent years,the functions and advantages of communities in solving social problems have been highlighted,and the mutual pension model organized by the community has gradually emerged,while the new mutual pension model,time bank has gradually come into the view of the society and the public.In 2019,Honghuagang Y Community of Zunyi City launched the first pilot of time bank mutual pension mode in Guizhou Province.Its success has important demonstration significance for the promotion and development of time bank mutual pension mode in Zunyi City and even Guizhou Province.Based on the theory of mechanism design,the theory of social exchange and the theory of welfare pluralism,this paper makes a theoretical analysis of the time bank mutual pension model with the connotation of time bank.To complete,on the basis of theoretical analysis,using questionnaire and structural interview method,in-depth Y community to carry out field research activities,from the participation subject,organization and management,volunteer management,service process,service content and the time integral management five aspects,such as mutual understanding Y community the time bank support mode operation,And summarize the existing problems in the operation process and analyze the reasons.The analysis shows that the Time Bank mutual pension mode in Zunyi City has some problems,such as imperfect supporting system,single service items,imperfect information management platform,low willingness of the elderly to participate and weak independence of the time bank.On this basis,this paper deeply analyzes the causes of the problems,and draws on the practical experience of the time bank of Yaofangmen in Nanjing,Nansha in Guangzhou and Zhangdian District in Zibo to improve the supervision and management mechanism by giving full play to the guiding role of the government.Strengthen volunteer management,improve service quality;Improve the time bank management platform to achieve intelligent management;Strengthen the publicity work,optimize the mode operation environment;Integrate social resources,realize diversified supply and so on,put forward the optimization of Zunyi City time bank mutual pension mode recommendations.
