In the meanwhile, our country’s development of old-age service system now is still in infancy and the problem of not adapting to new circumstances, new tasks and new demands still exists. Besides, the frequent migration, causing the complication of the work on population, and the lack of the old-aged supporting resource, the endowment ways, such as the family-care and the institution-care, can’t perform efficiently for the first choice of most older people is community home-care. As a new mode of a mutual support for the aged, Time Bank, provided for the aged, is quite suitable for community home-care and is able to play the due role and effect in dealing with our country’s aging problems. Mutual endowment mode of Time Bank is the important way to solve the problems of community home-care, especially suitable for the low-income people. Therefore, discussing problems based on this in depth has a very important theoretical significance, academic value, and meaningful practical effect.The thesis has done a research based on the mutual endowment mode, and the main content includes:(1) The contrastive analysis of mutual endowment of Time Bank system. Having analyzed the situation of providing for the aged and compared between different modes of provision, the paper puts forward the mutual endowment mode which is the same as mutual endowment Time Bank, suitable for our country. The paper has studied the basic theory and method of mutual endowment mode both at home and abroad, introduced the application situation of Time Bank in the working of mutual endowment, analyzed the Time Bank’s mode of operation and features of Time Bank mode, etc. At the same time, having contrasted and analyzed the developmental situation of other mutual endowment mode at home and abroad, the paper has powerfully proved the feasibility and advancement of mutual endowment Time Bank.(2) The study on the operating mechanism of mutual endowment system. With the situation that the aging population is on an accelerating pace and pressure from all aspects of society, the paper, based on the contrastive analysis of mutual endowment mode, has summed up the worth-considering experience during serving in mutual endowment. Many passive problems can be solved caused by the aging population by the way of founding efficient operating mechanism of serving the seniors. After analyzing the main factor that affects the supply and demand of endowment, the paper has figured out the factor makes up mutual endowment system.(3) Research on the subject of bilateral mutual aid pension services matching supply and demand. In the Time Bank model which is already in place, the area about supply and demand on the main bilateral pension match has not been scientific studied. At present, the neighborhood, who assign intentional volunteers to provide services according to the elderly’s information, registered in survey, which they need service. However, the demands to service staff varies for the requirements of the elderly have the characteristics:diversity, variety, multilevel.
